The City of Richmond Department of Public Utilities is seeking a qualified individual for the position of Geographic Information Systems (GIS) Analyst to join the Enterprise Asset Management group. The incumbent’s focus area will be data products, to include the development and maintenance of maps, web apps, and dashboards to create high-quality user experiences that support business needs throughout DPU.
Duties include but are not limited to
- Developing web applications using ArcGIS Experience Builder
- Creating complex dashboards for departmental projects using ArcGIS Dashboards
- Designing and maintaining cartographic standards and templates
- Responding to special mapping requests, especially for public-facing maps
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in information technology, geography, geographical information systems, or a directly related field.
- Two years of professional level GIS programming, analysis, data management, and/or cartographic product experience.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
PREFERRED TRAINING AND EXPERIENCE:
- Master’s degree in related field
- Knowledge of user interface/user experience (UI/UX) design principles
- Familiarity with front-end web development (HTML/CSS/JavaScript)
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
KNOWLEDGE, SKILLS, AND ABILITIES:
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.
Knowledge (some combination of the following):
- GIS concepts and theory: data models, cartographic representation, map projection & scale, coordinate systems, etc.
- Esri ArcGIS Online platform and the ArcGIS geoinformation model
- Desktop GIS software including ArcGIS Pro
- Mobile GIS and field data collection such as ArcGIS Field Maps and Survey123
- Computer software such as Microsoft Office suite (Excel, Word, PowerPoint, etc.) and Microsoft 365 (Teams, SharePoint, etc.)
Skills (some combination of the following):
- ArcGIS Online applications including Experience Builder, Dashboards, Instant Apps, and Map Viewer
- Programming languages such as ArcGIS Arcade, SQL, and Python
- Preparation of maps and other cartographic products
- Technical support and end-user training
- Standard office technology and equipment such as two large monitors, scanners, plotters, digitizers, printers, etc.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly perform repetitive motions, see, hear, talk, and finger; frequently walk, stand, and reach; occasionally feel, grasp, lift, pull, push, crawl, crouch, stoop, and kneel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
