The City of Richmond Department of Public Utilities – Enterprise Asset Management Division, is seeking a qualified individual for the position of GIS Specialist. This position is responsible for using GIS applications, SDE Geodatabase maintenance, providing technical support for GIS projects, including support in mapping and geo-spatial analyses. In addition, this position works within a general outline of work to be performed, and develops work methods and sequences under general supervision. Recent College Graduates are encouraged to apply.
Duties include but are not limited to:
- Updating the Gas Utilities Geodatabase
- Responding to customer requests
- Working on other utilities
- Querying geodatabase quantities
- Posting proposed facilities
- Preparing GIS maps
- Schema analysis and reviews
This individual may be required to work overtime, as needed.
KNOWLEDGE, SKILLS, AND ABILITIES:
- GIS concepts and functionality
- Basic understanding of the assigned area of focus
- Cartography
- Computer programs such as Microsoft Office Suite (Excel, Word, PowerPoint, etc.)
- Database management
- Electronic databases and related software applications such as AutoCAD, ESRI Suite, ArcGIS, etc.
- In-depth understanding of assigned utility such as water, wastewater, and gas
- Information systems
- Map projection and map scale
- Standard office technology and equipment such as two large 11x22 inch monitors, scanners, plotters, digitizers, printers, etc.
- Digitizing and editing data from hard copy to digital form
- Comprehending engineering drawings
- Communicating to various internal and external departments
- Creating reports
- Maintaining and managing assigned databases, electronic files, etc.
- Performing spatial analysis on data
- Answering questions about utility information
- Performing specialized technical work in the area of focus
- Preparing printable maps
- Prioritizing projects
- Providing information, guidance, and assistance
- Researching the area of interest via journals, manuals, professional publications, and online training
- Running queries and other tests
- Training staff as needed on various software and databases
- Understanding collected and received data to update items of interest
- Using discretion to decide which GIS data to update such as renewals, emergency updates, services, etc.

MINIMUM TRAINING AND EXPERIENCE:
- Associate's Degree in information technology, geography, geographical information systems, or directly related field
- One year of technical geographical information systems experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
PREFERRED TRAINING AND EXPERIENCE:
- Experience with Utilities data is a plus
- Bachelor's Degree in Geography, GIS or Environmental Sciences
- At least two years of experience working in the utility field services (specifically, Water, Stormwater, Wastewater or Gas) or construction industry.
