This position will aid in the management and compliance for all city grants awarded to the City of Richmond. The incumbent performs grant writing services in an internal consultant capacity, including identifying grant opportunities; facilitates meetings with stakeholders; delegates tasks and deliverables to project team members; writes, edits, and submits grant documents; solicits approval to submit grants; and obtains necessary signatures from executives and City leadership. The incumbent provides advanced level analysis, policy support, and program/project administration that requires independent evaluation and analysis of issues related to the performance of multiple tasks.
Responsibilities:
As assigned, work may include:
- Analyzing complex issues to facilitate and execute programs/projects.
- Managing city-wide programs.
- Serving on committees/task forces and exercising independent voting authority.
- Drafting and revising documents.
- Overseeing financial transactions.
- Performing complex financial analyses.
- Preparing public relations and marketing materials and serving as department media representative.
- Serving as a department liaison or official representative to senior staff, external agencies, and the public.

- Researching, developing, writing, and editing complex reports and plans.
- Preparing financial forecasts, reports, and budgets.
- Coordinating and leading budget preparation.
- Compiling and analyzing statistical data.
- Overseeing and processing complex financial transactions.

- Conducting operational reviews and preparing reports of findings and recommendations.
Supervision: As assigned, the incumbent supervises professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

Essential Duties:

- Coordinates and leads efforts for seeking grants between City agencies and external organizations. (35%)
- Conducts research and analysis using demographic, economic, and other data relevant to current projects. (25%)
- Works on various special projects and assists with City's fiscal year budget. (20%)
- Provides advice and technical assistance to agencies for grant-related projects. (10%)
- Provides oversight and supervision to subordinates. (10%)
Qualifications, Special Certifications and Licenses:
Minimum Training and Experience:
- Bachelor's degree in business/public administration or a field related to the assignment.
- Three years of journey-level professional experience in grant writing or grant management.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
