The City of Richmond Department of Human Resources is seeking a qualified and experienced professional to serve as Human Resources Division Chief – Employee Relations, EEO. This position is responsible for managing the daily operations and strategic initiatives of the Employee Relations Division. The Division Chief provides leadership and direction in the areas of employee relations, Equal Employment Opportunity (EEO) compliance, and policy management to including the development, review, revision, and interpretation of HR policies and procedures. The incumbent will ensure consistent application of City policies, fair and equitable employee practices, and compliance with all applicable local, state, and federal employment laws and regulations.
Duties include but are not limited to
- Plans, develops, and implements new and revised employee relations programs, policies, procedures, and best practices to promote a positive and compliant workplace culture.
- Provides consultation, counseling, and coaching on significant and complex employee relations issues, including disciplinary actions, workplace disputes, and grievance resolution.
- Conducts fact-finding investigations, reviews employee counseling documentation, and provides recommendations for appropriate resolution or corrective action.
- Oversees the development, review, revision, and interpretation of City HR policies and administrative regulations to ensure legal compliance, clarity, and consistency across departments.
- Provides general oversight of the Equal Employment Opportunity (EEO) program, ensuring compliance with Title VII and other federal, state, and local nondiscrimination requirements.
- Collaborates with the City Attorney’s Office, department directors, and managers on sensitive and complex personnel issues to ensure consistency City policies, federal, state, and local employment laws.
- Provides interpretation and guidance regarding HR policies, and employment regulations to ensure fair and consistent application across all departments.
- Ensures compliance with City administrative regulations, personnel rules,
- Monitors legislative and regulatory changes impacting employee relations, EEO, and policy administration; develops and updates City policies and procedures accordingly.
- Facilitates conflict resolution and serves as a key resource for internal complaint resolution, mediation, and discrimination or harassment investigations.
- Identifies trends and recurring issues in employee relations and EEO compliance; designs and implements proactive training and communication strategies to mitigate risks and improve organizational culture.
- Supervises and mentors professional HR staff, providing direction, performance feedback, and opportunities for professional development.
- Performs other related duties as assigned
Qualifications, Special Certifications and Licenses
KNOWLEDGE SKILLS AND ABILITIES:
- Comprehensive knowledge of human resources principles, practices, and trends, with a focus on employee relations, EEO, and policy management.
- In-depth understanding of federal, state, and local employment laws, including FMLA, ADA, FLSA, Title VII, EEOC, and related regulations.
- Strong analytical and problem-solving skills with the ability to assess complex personnel issues and recommend appropriate resolutions.
- Excellent written and verbal communication skills, including the ability to draft and interpret policies, procedures, and legal documentation.
- Demonstrated ability to conduct sensitive investigations with confidentiality, objectivity, and fairness.
- Strong leadership, coaching, and supervisory skills with an emphasis on collaboration and accountability.
- Proven ability to maintain effective working relationships with employees, management, legal counsel, and external partners.
- Ability to manage multiple priorities, meet deadlines, and exercise sound judgment in high-stakes or complex situations
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in public administration, business administration, human resources management or a related field.
- 4 years experience in human resources specialized areas such as employee relations
- 2 years supervisory experience in a human resources environment.
PREFERRED QUALIFICATIONS
- Professional designated certification (SHRM-CP/SHRM-SCP or PHR/PHRI; IPMA-CP/IPMA-SCP; CCP; CEBS)
- Six years of experience in human resource employee relations
