The Human Resources Manager is responsible for planning and administering timely, accurate, and professional human resource functions within the agency. This includes ensuring compliance with employment laws, developing personnel policies and procedures, managing compensation and benefits, overseeing recruitment and hiring, maintaining employee records, and promoting staff professional growth. The Human Resources Manager also represents the agency in the community and workplace, demonstrating a commitment to cultural sensitivity and ethical conduct.
Essential Duties and Responsibilities:
- Develop and maintain personnel policies and procedures, ensuring consistent interpretation and implementation throughout the agency.
- Communicate personnel policies and procedures to all staff members, ensuring their understanding and adherence.
- Ensure compliance with federal and state employment, payroll, and benefit laws, including salary management, compensation recommendations, and affirmative action plans.
- Oversee the recruitment and hiring process to meet agency goals, including approving and initiating job offers and conducting background checks.
- Create and maintain accurate personnel files for all employees, following legal and regulatory requirements.
- Work with managers and supervisors to address disciplinary actions and separations, ensuring fair and equitable practices.
- Maintain accurate salary and wage information, benefit deductions, labor allocations, and other relevant data in the agency's payroll system.
- Administer and communicate employee benefits, such as medical, dental, vision, life insurance, and long-term disability plans.
- Manage the agency retirement plan, including employee information, deductions, loans, and withdrawals.
- Support the development of the annual human resource budget.
- Collaborate with the Chief Administrative Officer to plan and organize All Staff Meetings.
- Plan and coordinate employee and volunteer appreciation events.
- Lead the annual United Way employee pledge campaign.
- Promote staff professional growth through training requirements and training groups.
- Represent the agency in the community and workplace with professionalism and ethical conduct.
- Demonstrate sensitivity to the cultural and socioeconomic characteristics of the service population.
- Possess strong interpersonal, decision-making, problem-solving, oral, and written communication skills.
- Utilize advanced knowledge of Microsoft Office applications.
Required Qualifications:
- Bachelor's degree in a related field
- 5 years of experience in Human Resources, with strong knowledge of policies and procedures, compensation, recruitment, employee benefits, and retirement plans
- Certification in Human Resources preferred
