Description
The City of Richmond is seeking an experienced Human Resources Manager to provide strategic and operational HR leadership for the Richmond Fire Department within a centralized HR environment. This position serves as a key liaison between the Fire Department and the City’s Department of Human Resources, ensuring compliance with City policies, labor regulations, and best practices while supporting the Fire Department’s unique operational needs.
Duties include but are not limited to
- Act as the primary HR advisor for Fire Department leadership on all human resources matters.
- Coordinate with the centralized Department of Human Resources on recruitment, employee relations, labor relations, classification, compensation, and benefits.
- Support the Fire Department in talent acquisition strategies, including managing the recruitment and onboarding process in partnership with centralized HR.
- Advise on and assist with employee relations matters, including investigations, disciplinary actions, and grievance resolution, ensuring alignment with City policy and collective bargaining agreements.
- Partner with the Department of Human Resources to develop and implement workforce development, training, and succession planning initiatives for the Fire Department.
- Oversee performance management processes and ensure timely completion of evaluations.
- Monitor compliance with City, state, and federal HR policies and regulations specific to public safety operations.
- Prepare and present reports, data analyses, and recommendations to Fire Department and City leadership.
- Participate in special projects, task forces, and committees as assigned.
- Oversee all promotional recruitment activities as well as the new recruit testing centers.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:

- Federal/state benefits, healthcare and employment laws and regulations, including FMLA, FLSA, and federal hiring practices and regulations

MINIMUM QUALIFICATIONS:
- Bachelor's degree in Human Resources, Business/Public Administration, or a related field
- 5 years of professional human resources generalist experience
- One year of supervisory experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED:
- Master’s degree in human resources, public administration, or a related field.
- SHRM-CP, SHRM-SCP, IPMA-HR, or similar HR certification.
- Experience working in a centralized HR structure.
- Experience supporting fire, police, or other public safety agencies
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS::
- HRCI HR Certification (PHR/SPHR) required or SHRM HR Certification (SHRM-CP/SHRM-SCP) -
- The ability to obtain one of the above within one (1) year of employment.
