The City of Richmond’s Department of Justice Services is seeking highly qualified candidates to fill the position of Human Services Analyst (HEM Supervisor). The incumbent is responsible for providing direct oversight of the adult Home Electronic Monitoring operations and line staff.
Additional responsibilities include working closely with the Vendor providing GPS tracking services; multiple stakeholders and partners i.e., local court service unit personnel, general district court personnel, circuit court personnel, judges, commonwealth's attorney, public/defense counsel, pretrial probation, day reporting center, Richmond Behavioral Health, Richmond Justice Center, Richmond Police Department.
This position will work eight (8) hour shifts Monday through Friday, overtime as needed.
This position requires flexibility in work schedule to include evening and overnight.
Duties include but are not limited to:
- Guiding, monitoring, and reviewing service delivery activities to ensure quality and safety
- Preparing and reviewing client records, both paper and electronic to ensure compliance with court-ordered conditions
- Maintaining current knowledge of, counseling approaches, evidence- based service modalities used for client service delivery, especially as they apply to criminal justice populations
- Maintain regular and on-call schedules.
- Maintaining an inventory of equipment and supplies
- Conduct employee performance evaluations
- Serve as liaison between the DJS and court partners
- Facilitating training/education sessions to staff and partners across human service and public safety sectors
- Performing other related work as assigned
- Serves as back-up for collecting deposit fees.
Qualifications, Special Certifications and Licenses
Considerable knowledge of laws and legal procedures as it relates to alternative to incarceration programs i.e. home electronic monitoring; enforcement of policies, procedures, and regulations; familiarity using case management and reporting techniques; demonstrated skills in GPS tracking applications; performance evaluation; data collection; effective communication as applied to interaction with co-workers, supervisors, and customers. Proven ability to work with diverse populations; multi-task and manage competing priorities; interpret and apply relevant policies; problem solve; think critically; exhibit sound judgment in stressful situations and manage time effectively.
Minimum Training and Experience
- Bachelor's Degree in human services.
- Two years of experience in a human service field.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- Training in evidence-based services.
- Complete and pass background checks
- A valid Commonwealth of Virginia Driver's License within 30 days of hire
- A valid Driver's License with a satisfactory driving record. (Please note: A candidate's DMV record can have no more than 6 demerit points in one year. Additionally, a candidate with a DWI/DUI conviction within 3 years of the date of application or of the date of hire automatically disqualifies an applicant. Conviction of more than one DWI/DUI automatically disqualifies an applicant).
