Description
The City of Richmond Department of Justice Services is seeking highly qualified candidates to fill the position of Human Services Analyst – Supervisor. This class oversees the Home Electronic Monitoring unit, providing supervision pretrial probation officers and home electronic monitoring staff. Incumbents oversee daily operations; set unit goals, objectives and standards; assist with financial and operations aspects; plan and monitor for progress towards objectives; oversee changes in policies and procedures; monitor and evaluate case activities and statistical data; assist with budget development and grant applications; develop, assess, and facilitate staff training and client educational/treatment activities; develop and maintain ongoing contact with judges, attorneys, and law enforcement; serve as a primary liaison for treatment program referrals and community service work sites; prepare and ensure compliance with quarterly and annual program evaluations; verify accurate accounting records of supervision/intervention fees; audit and approve cases to ensure compliance with rules and regulations; review and approve staff correspondence; working closely with the Vendor providing GPS tracking services; and maintaining an inventory of equipment and supplies. Incumbents supervise professional, paraprofessional, and support-level staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
Duties include but are not limited to
- Supervising pretrial officers and protective services counselors
- Observing and coaching staff for improved skill building and performance
- Developing and carrying out internal case audits to ensure officers meet the state and program standards to include fidelity of evidence based practices
- Participating in management team meetings to assess, review, and improve processes
- Developing and maintaining ongoing professional relationships with a variety of stakeholders
- Assisting in the preparation of monthly and quarterly reports
- Assisting with the development of and updating SOPs (Standard Operating Procedures)
- Conducting regular staff meetings to discuss program goals and targets and facilitating staff learning teams
- Training newly hired staff
Qualifications, Special Certifications and Licenses
Considerable knowledge of modern pretrial and probation principles and practices; court proceedings, laws, legal code, precedents, government regulations, executive orders, agency rules, etc.; human behavior; criminal behavior; current community correction trends nationwide; electronic databases and related software applications, such as CAIS, VCIN, Judicial Information System, VINELink, etc.; evidence Based Practices (EBP) such as role clarifications, risk needs responsivity model, and EBP problem solving and cognitive behavioral training; basic budgeting, math and finance; case management principles; and computer programs such as Microsoft Office Suite. Demonstrated skill in acting professionally and confidently in dealing with judges, non-judicial personnel, attorneys, and the general public; analyzing and evaluating cases to make recommendations concerning court dispositions; awareness; communicating with various internal and external departments; interpreting laws and codes of sentence; maintaining and recording files to ensure accuracy, availability, and security of information; monitoring and assessing staff's performance; providing skill development and maintenance to staff; and grant writing and reporting. Proven ability in leadership; attention to detail; confidentiality; active listening; strong communication; time management; and data analysis.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in criminal justice, psychology, social work, human services, or directly related field (education must include 30 semester hours or 45 quarter hours of human services or social/behavioral educational credits as defined by the department)
- Three (3) years of related experience
- One (1) year of supervisory experience A Master's degree in criminal justice, social work, or human services is preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the class

While performing the essential duties of this job, the employee is regularly required to talk; hear; see; use hands, wrists, or fingers in a repetitive motion; and finger (pick, pinch, type or otherwise work primarily with fingers). The employee is occasionally required to walk, stand, reach extending hands and arms in any direction, lift, and push or pull. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects. Some travel may be required.
