The City of Richmond Department of Public Utilities is seeking multiple candidates to fill an Inspection Field Supervisor position in the Water Distribution Division. The selected candidate will be dedicated and focused self-starters with supervising experience and the ability to assist City crews in routine maintenance and repairs of the city water infrastructure. In addition, they will provide training and evaluate the performance of staff; prepare reports and documents and work with other City departments.


Duties


Performing inventory spot checks and monthly counts of supplies in the warehouse; Assigning scheduled work to inspectors and monitoring progress; Assigning emergency work to inspectors and monitoring progress; Performing daily reviews on jobsite for OSHA compliance, and VDOT road and bridge standard's; Reviewing Water Distribution system guidelines and standard specifications; Reviewing equipment maintenance and safety procedures; Working knowledge of Microsoft Office Suite, GIS and Advantix.


Incumbent serves as an Essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather. The incumbent in this position is required to serve on-call 24 hours/7 days a week to provide leadership for the support and resolution of problems for critical systems and applications within the assigned City of Richmond portfolio.


Qualifications, Special Certifications and Licenses

  • Considerable knowledge in OSHA compliance and VDOT road and bridge standard's and will be able to perform inspections on the jobsite for compliance; inspection principles and practices; construction principles and practices; American Water Works Association (AWWA) standards and conformation to Virginia Department of Health (VDH) regulations regarding new main installations and repairs to existing mains.
  • Demonstrated knowledge of standard construction principles and practices; government process related to construction and inspection; supervision of staff to include training.
  • Demonstrated skill and strong proficiency in Microsoft Office Suites and various database management software; technological proficiency to include systems testing and trouble-shooting; customer service; leadership; oral and written communication.
  • Demonstrated ability to read and interpret applicable codes and regulations; schedule third party contractors for a variety of issues; instruct, teach, and train others, manage time effectively and to problem solve.
Minimum Training and Experience
  • High School Diploma and/or GED; Associate's Degree in engineering, building construction, or a related field is preferred; Four (4) years of inspection and/or plan review experience; An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Licensing and Other Special Requirements
  • Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License with a satisfactory driving record within 30 days of hire.
  • Code Enforcement Inspection requires completion of all certifications required of the Code Enforcement Inspector, Senior; Site Inspection requires completion of all certifications required for Site Inspector, Senior; Construction Inspection requires completion of all certifications required of Construction Inspector Principal level; Property Maintenance Enforcement requires completion of all certifications required of the Property Maintenance Enforcement Inspector, Senior.
Preferred Training and Experience
  • Associates Degree in engineering, building construction, or a related field
  • Five (5) years of experience in water pipe work and/or water distribution
  • Two (2) years of experience in supervision
  • At least one (1) year of experience with OSHA (Occupational Safety and Health Administration), AWWA (American Water Works Association Policies and Procedures), Miss Utility, VDOT (Virginia Work Area Protection Manual), VDH (Virginia Department of Health Standards).
  • Experience managing contracts and monitoring/managing large construction projects is a plus.
