Description

 

The Department of Procurement Services is expanding, and we are seeking a highly qualified candidate for the position of Instructional Designer. Position Overview:

The Department of Procurement Services is seeking an Instructional Designer. This individual will be responsible for designing, developing, and delivering high-quality training programs tailored to the procurement functions within the department. The ideal candidate will have a deep understanding of procurement processes, including requisitions, Invitations for Bids (IFBs), Requests for Proposals (RFPs), Procurement Cards, supplier management, surplus property processes, and more. Additionally, the candidate must demonstrate expertise in instructional design methodologies to create impactful learning experiences for staff at all levels. They will also utilize the government software program NeoGov, to design learning plans, assign online training, and track completion, ensuring effective training management and compliance.

** This position is considered an Essential Personnel, which means  that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.**

 

Duties include but are not limited to

Responsibilities include but are not limited to:
Instructional Design:

  • Design and develop comprehensive learning plans for key procurement processes, including requisitions, IFBs, RFPs, Procurement Cards, supplier relationships, surplus property management, and other procurement activities.
  • Collaborate with subject matter experts (SMEs) within the Department of Procurement Services to ensure content is accurate, relevant, and aligned with current policies, regulations, and best practices.
  • Apply instructional design methodologies (e.g., ADDIE, SAM) to create engaging, learner-centered materials and experiences that meet the department's needs.
  • Develop blended learning solutions, combining in-person workshops, online modules, job aids, and on-the-job training to address different learning styles and accessibility needs.
  • Utilize NeoGov, the government’s HR software, to create and assign customized learning plans for procurement staff, ensuring targeted development across specific procurement processes.
  • Proficiency in creating content for both in-person and online learning environments, including the use of e-learning authoring tools such as Articulate Storyline, Captivate, and LMS platforms.


Training Delivery:

  • Facilitate internal department and citywide training sessions on procurement-related topics such as creating requisitions, navigating IFBs and RFPs, proper use of Procurement Cards, managing supplier relationships, and understanding surplus property processes.
  • Conduct engaging, interactive workshops and seminars that effectively communicate complex procurement concepts and processes to staff at all levels.
  • Evaluate the effectiveness of training programs through assessments, feedback surveys, and performance metrics, and refine content and delivery methods accordingly.

Content Development:

  • Develop and maintain comprehensive instructional materials, including manuals, e-learning modules, step-by-step guides, process maps, and video tutorials specific to procurement workflows and systems.
  • Ensure that all training materials are aligned with the department's strategic goals, and meet compliance and regulatory standards.
  • Create clear, concise, and user-friendly learning resources that address real-world challenges encountered by procurement staff.

Continuous Improvement:

  • Stay current with trends in procurement practices, technology, and instructional design to enhance the learning experience and improve the department's training initiatives.
  • Review and recommend improvements to procurement processes, tools, and systems based on feedback and emerging needs within the department.
  • Foster a culture of continuous learning and improvement within the Department of Procurement Services

Collaboration & Stakeholder Engagement:

  • Collaborate with leadership and staff across the Procurement Services Department to identify specific training needs and gaps and develop targeted solutions.
  • Partner with IT, Finance, and other departments to ensure that training on procurement systems (e.g., eProcurement platforms, supplier management systems) is integrated and aligned with cross-functional initiatives.
  • Work closely with the department to provide ongoing support and refreshers on procurement processes, ensuring staff can confidently and efficiently navigate their day-to-day tasks.

Assessment & Reporting:

  • Develop and implement metrics for assessing the effectiveness of training programs related to procurement processes.
  • Regularly report on training outcomes, including learner progress, feedback, and areas for improvement, to the department leadership team.
  • Use NeoGov to track the completion of online training modules, monitor employee progress, and generate reports on learning outcomes to ensure compliance and accountability.
  • Provide recommendations for adjustments to learning plans based on assessment data, ensuring continuous alignment with department objectives.
 

 

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge (some combination of the following):

  • Purchasing and procurement practices and processes, invitations for bids (IFBs), and negotiated procurement
  • Contracts
  • Computer programs such as Microsoft Office Suite (Word, Excel, PowerPoint, etc.), Oracle, SharePoint, Electronic Procurement programs, EIS reporting tool, Automated Financial Systems, Enterprise Resource Program, Procurement E-Business (Procurement and Payables Inquiry Models), and scheduling systems
  • Use of office equipment such as: computer, keyboard, monitor, copier, multi-functional printer, telephone, DYMO labeler, or PaperPort
  • Virginia and Richmond procurement codes and related government acquisition regulations and statutes; business law; and mathematics
  • Accounting, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, budgeting, business management, and contract management

Skills (some combination of the following):

 MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in accounting, business administration, finance, or directly related field
  • Two years of professional procurement experience involving the purchase of goods and services, preferably in the public sector 
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRED TRAINING AND EXPERIENCE:

  • Certification in instructional design, procurement, or supply chain management (e.g., ATD, CIPS, CPSM).
  • Experience with compliance-related procurement training or systems.
  • Familiarity with process improvement methodologies (e.g., Lean, Six Sigma).
  • Experience working in government procurement or other highly regulated environments.
  • Advanced proficiency with NeoGov or other HR software platforms used for training management.
