Description
The City of Richmond Office of the Inspector General is seeking a highly qualified candidate to fill the position of Internal Audit Investigator, Senior. The aspects of this position are broad in range which entail audits, complex fraud investigations, public trust and integrity investigations, agency compliance, and promoting respective ethical standards. Providing highly professional and complex auditing and investigation services to the City’s agencies, departments, and programs. The position is responsible for planning investigations, coordinating investigations with local, state and federal law enforcement partners, conducting investigations, reporting on investigations in accordance with current professional standards and providing recommendations to improve City operations. The position also provides professional, independent consulting services to City agencies and departments. The position will report the results of audits, investigations, research, and analyses through reports and presentations, both orally and in writing.
Duties include but are not limited to
TYPICAL CLASS ESSENTIAL DUTIES: These duties are a representative sample; position assignments may vary.
- Conducting criminal and administrative investigations involving fraud, waste, and abuse.
- Collaborating and cooperating with prosecuting and law enforcement agencies as appropriate.
- Identifying, investigating, and recommending corrective actions associated with adverse findings resulting from investigations.
- Executing non-administrative authority and responsibilities such as having arrest authority, submitting warrants of arrest, and using subpoena powers, as needed or required. May assist in audits and other projects.
- Summarizing, analyzing, and arranging resulting documentation and other evidence for review by the City Auditor/Inspector General.
- Determining the sufficiency of evidence gathered and the admissibility of all pertinent data in each case to support criminal or civil action.
- Conducting complete and thorough interviews with employees, contractors, citizens, etc., to obtain factual statements and leads of suspected fraud, waste, or abuse.
- Writes reports, and presents evidence for Courts, Administration, and other entities.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge, Skills & Abilities, or some combination of the following:
- Understanding of law enforcement databases and related software applications within the department's focus area.
- Knowledge of federal, state, and local laws, rules, regulations, codes, and statutes.
- Understanding of the federal and state judicial process.
- Evidence handling. Establishing and maintaining effective working relationships with law enforcement.
- Testifying in state and federal court.
- Familiarity with government procurement, finance, and budgeting practices.
- Skill in coaching and mentoring employees.
- Communicating with various internal and external departments.
- Conducting extensive research.
- Performing data analysis.
- Planning, directing, and coordinating work as part of a task force.
- Responding in a timely manner to inquiries and concerns of the public.
- Working strategically and collaboratively across departments and agencies.
- Oral and written communication.
- Interpersonal communication.
- Ability to be adaptable.
- Anticipate future needs and assess operational concerns.
- Make important decisions.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in criminal justice, accounting, finance, business, or a related field.
- Two years of experience in conducting fraud, waste, and abuse investigations.
The successful candidate will be required to obtain registration as a Special Conservator of the Peace to include required training and certification by the Virginia Department of Criminal Justice pursuant to the Code of Virginia, §6VAC20-230 of the Regulations Relating to Special Conservator of the Peace. This requirement must be completed within 12 months of hire.
Preferred Qualifications
• Certified Fraud Examiner (CFE), or certification in other related field areas preferred.
• Federal, state or local law enforcement experience preferred.
• Experience with complex fraud investigation from initiation to prosecution.
• Extensive experience leading and managing teams.
• Experience in creating and executing training plans.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Some departments and positions may require or prefer licenses or certifications in area of focus.
