The City of Richmond, Department of Human Resources is seeking a highly qualified Labor Relations Manager. The incumbent will serve as a subject matter expert, advisor, and leader in executing labor relations strategies aligned with organizational objectives.
Key Responsibilities:
- Develop short and long-term labor relations strategies aligned with business goals
- Lead labor contract negotiations and provide alternative dispute resolution expertise
- Oversee collective bargaining, contract administration, and alternative dispute resolution
- Supervise labor relations staff and manage case management systems
- Conduct ongoing assessment of City labor relations positions and agreements
- Provide recommendations for management decision-making processes
- Collaborate with HR, Legal, and Finance departments for integrated solutions
Qualifications and Skills:
- Considerable knowledge of labor law, collective bargaining strategies, and local government labor relations
- Experience in negotiating, interpreting agreements, and compliance/enforcement
- Strong negotiation, mediation, arbitration, and leadership skills
- Thorough understanding of labor relations practices and legal requirements
- Excellent written and oral communication skills
- Proficiency in MS Office and virtual team platforms
- Ability to manage staff in a hybrid work environment
Minimum Qualifications:
- Bachelor's degree in Human Resources, Business/Public Administration, or related field
- 2 years of professional HR or compliance experience, including 1 year of supervisory experience
- One of the following certifications within one year: HRCI HR Certification (PHR/SPHR), SHRM HR Certification (SHRM-CP/SHRM-SCP), IPMACP/IPMA-SCP, CLRA
Preferred Qualifications:
- 8 years of labor/employee relations or employment law experience
- 4 years of management experience in negotiations/mediation in a complex organization
- Public sector experience with labor partners or lead negotiator/mediator preferred
- Bachelor's Degree with emphasis in labor relations, compliance, or alternative dispute resolution
