The City of Richmond, Department of Human Resources is seeking a highly qualified Labor Relations Manager. The incumbent will serve as a subject matter expert, advisor, and leader in executing labor relations strategies aligned with organizational objectives.


Key Responsibilities:

  • Develop short and long-term labor relations strategies aligned with business goals
  • Lead labor contract negotiations and provide alternative dispute resolution expertise
  • Oversee collective bargaining, contract administration, and alternative dispute resolution
  • Supervise labor relations staff and manage case management systems
  • Conduct ongoing assessment of City labor relations positions and agreements
  • Provide recommendations for management decision-making processes
  • Collaborate with HR, Legal, and Finance departments for integrated solutions

Qualifications and Skills:

  • Considerable knowledge of labor law, collective bargaining strategies, and local government labor relations
  • Experience in negotiating, interpreting agreements, and compliance/enforcement
  • Strong negotiation, mediation, arbitration, and leadership skills
  • Thorough understanding of labor relations practices and legal requirements
  • Excellent written and oral communication skills
  • Proficiency in MS Office and virtual team platforms
  • Ability to manage staff in a hybrid work environment

Minimum Qualifications:

  • Bachelor's degree in Human Resources, Business/Public Administration, or related field
  • 2 years of professional HR or compliance experience, including 1 year of supervisory experience
  • One of the following certifications within one year: HRCI HR Certification (PHR/SPHR), SHRM HR Certification (SHRM-CP/SHRM-SCP), IPMACP/IPMA-SCP, CLRA

Preferred Qualifications:

  • 8 years of labor/employee relations or employment law experience
  • 4 years of management experience in negotiations/mediation in a complex organization
  • Public sector experience with labor partners or lead negotiator/mediator preferred
  • Bachelor's Degree with emphasis in labor relations, compliance, or alternative dispute resolution
