Description

 

 

The position of Legislative Manager will reside in the Office of the Mayor and report directly to the Mayor’s Chief of Staff. This position will advance the Mayor’s policy agenda, be an innovative problem-solver, and manage the legislative process for the Mayor’s Office, coordinating across all city departments.

 

Duties include but are not limited to

 

Duties include, but are not limited to:

  • Working with the City Attorney’s Office to draft legislation
  • Reviewing and providing recommendations on ordinance and resolution requests for the Mayor’s Office
  • Tracking local, state, and federal legislation
  • Writing summaries of local, state, and federal legislation
  • Crafting advocacy strategies for local, state, and federal legislation
  • Writing policy memorandum and research reports on local, state, and federal legislation
  • Speaking at Richmond City Council meetings on behalf of the Mayor’s Administration
  • Participating in the development of city-wide policies and procedures
  • Monitoring city departmental actions for compliance with City code
  • Establishing and meeting with key stakeholder groups to inform policy decision-making, including members of the Richmond City Council
  • Drafts talking points, remarks, and legislative correspondence
  • Project management (as assigned)

 

Qualifications, Special Certifications and Licenses

 

Knowledge, Skills, and Ability:

  • Knowledge of local, state, and federal codes and regulations
  • Knowledge of the local, state, and federal policymaking process
  • Strong project management skills
  • Proficiency with standard business office software such as Microsoft Word and Excel
  • Excellent communication skills, both written and verbal
  • Excellent research skills
  • Strong organizational skills and attention to detail
  • Ability to remain on track with multiple priorities and projects simultaneously
  • Ability to work independently and as part of a larger team

Minimum Requirements:

  • Bachelor’s degree in public policy, public administration, history, legal studies, or related field
  • At least five years of related work experience
