The City of Richmond Department of Public Utilities is actively seeking three qualified candidates to fill Maintenance and Operation Crew Supervisor positions in the Water Distribution division. The selected candidates will oversee the maintenance and repair of the city's water distribution system. 


Key responsibilities include:

  • Supervising and directing hydrant crew staff, including scheduling, assigning work, training, monitoring performance, maintaining time sheets, and leave records.
  • Acting as a working supervisor/lead worker by performing advanced work or assisting as necessary.
  • Planning, coordinating, and overseeing projects, services, and procurement of resources.
  • Ensuring job safety procedures are adhered to, providing training, and transporting crew members to job sites.
  • Monitoring, providing oversight, and ensuring compliance with standards for effectiveness, efficiency, and safety.
  • Providing customer service to the public, visitors, and internal/external clients, handling inquiries, complaints, and providing support.
  • Performing administrative duties, preparing reports, conducting inspections/repairs, and managing daily operations for maintenance and repair projects.
  • Managing crew members' timesheets, leave records, work orders, and inventory.
  • Reading and interpreting GIS maps, blueprints, and various plans or mapping systems.
  • Interacting with service providers, contractors, citizens, and the public regarding assigned responsibilities.
  • Attending meetings, seminars, safety meetings, and trade shows, and undertaking special projects as required.

Qualifications, Special Certifications, and Licenses:


Knowledge, Skills, and Abilities:

  • Considerable knowledge of supervisory practices, maintenance procedures, tools, safety rules, and regulations.
  • Familiarity with "Miss Utility" laws, City of Richmond rules, traffic control, service repairs, and relevant industry standards.
  • Skills in communication, customer service, report writing, recordkeeping, water pipeline repairs, leadership, and training.
  • Ability to operate related equipment, establish goals, coordinate, problem-solve, and utilize software applications.

Minimum Training and Experience:

  • High School Diploma or GED.
  • Two years of experience in the assigned area. An equivalent combination of training and experience may be considered.

Licensing, Certifications, and/or Other Special Requirements:

  • Valid Driver's License with a satisfactory driving record.
  • Commonwealth of Virginia Driver's License within 30 days of hire.
  • Some assignments may require a valid Commonwealth of Virginia Commercial Driver's License.

Preferred Training and Experience:

  • Preferred CDL Class B or higher, two years of supervisory experience, five years of Water Distribution experience, and proficiency in software applications like Excel, Word, Advantex, or Cityworks.
