The City of Richmond Department of Public Works is seeking a highly qualified candidate to fill the position of Maintenance and Operations Superintendent in Community Enhancement. The incumbent assigned to Community Enhancement manages the city’s Community Enhancement Team and is responsible for supervision of the City’s Site Inspectors and Claims Investigators. The incumbent is required to oversee ROW complaint inspections, Council/Mayor Escalations, initial claims investigations, and maintain all related documentation, logs, and information in a confidential manner.


Duties include but are not limited to:

  • Overseeing, supervising, and managing the maintenance, service, and operations of City systems, facilities/infrastructures, or traffic operations, including ensuring programs meet goals and objectives; reviewing risk management and other protocols; reviewing and approving purchases, planning jobs, coordinating scheduling, communicating with vendors, contractors, City departments, or agencies; and monitoring for compliance with quality, contractual, or regulatory standards.
  • Providing supervisory direction and support over paraprofessional and support staff, including assigning, overseeing, and monitoring work assignments and activities, analyzing field operations, etc.
  • Performing site visits, inspections, and audits as part of oversight on quality assurance and compliance activities.
  • Working closely with contractors, vendors, City departments, and other agencies to identify and resolve critical issues and coordinate the delivery of program services.
  • Performing budgeting and forecasting activities; managing procurement requests.
  • Implementing and overseeing major initiatives and programs.
  • Addressing and resolving escalated complaints or issues such as outstanding work orders, plant emergencies, and other concerns.

City of Richmond Department of Public Works employees who perform duties in this class are considered essential employees and may be required to work during times of emergencies, natural disasters, and inclement weather.

MINIMUM TRAINING AND EXPERIENCE:

  • Associate's degree in a related field or vocational technical training; Bachelor's degree preferred
  • Five years of experience related to the assignment
  • Two years of experience at the senior or lead or supervisor level
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid Driver's License with a satisfactory driving record and require a valid Commonwealth of Virginia Driver's License within 30 days of hire.
  • Some assignments may require a valid Commonwealth of Virginia Commercial Driver's License.
  • Some assignments may require a certification in a related skilled trade or in the area of focus.

ENVIRONMENTAL HAZARDS:


Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.


PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:


Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly stand, walk, reach, finger, grasp, talk, see, hear, see and use substantial repetitive motions of the wrists, hands, and/or fingers; and occasionally climb, balance, stoop, kneel, crouch, reach, push, pull, lift, and feel. The working conditions may include regular exposure to atmospheric conditions, extreme temperatures, intense noise, and restricted work space; frequent exposure to environmental conditions and hazardous physical conditions; and occasional exposure to inadequate lighting, travel outside the organization's location, and environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
