Description

The City of Richmond, Department of Parks, Recreation , and Community Facilities is seeking a qualified Maintenance and Operations Superintendent to support Senior Leadership with the development, implementation and execution of policies, procedures and industry best practices that will successfully promote the mission and vision of the City of Richmond’s Department of Parks, Recreation and Community Facilities (PRCF).
 
This position will assist with the day-to-day operations of the Division of Park Operations and Cemeteries and will report to one of the Division’s Program and Operations Managers. The incumbent will provide skilled administrative and operational support requiring independent initiative in the areas of leadership, effective communication, data analysis and entry, document and report preparation, and community engagement.

Duties include but are not limited to

 

  • Providing senior management level supervision, and leadership to assigned park system employees.
  • Supervising staff including selecting or recommending selection, training, assigning, and evaluating. work & job performance, disciplining and terminating or recommending termination, and professional growth and development.
  • Performing budgeting and forecasting activities and managing procurement requests, and payroll
  • Performing site visits, inspections, and audits as part of oversight on quality assurance and compliance activities.
  • Overseeing the development and implementation of essential policies and procedures across the division and ensuring adherence to established industry standards
  • Working closely with contractors, vendors, City departments, and other agencies to identify and resolve critical issues and coordinate delivery of maintenance and operational services.
  • Working and communicating with diverse groups of people
  • Implementing and overseeing major initiatives and projects.
  • Responding to and resolving citizens’ complaints and inquiries.
  • Researching and implementing new maintenance and management techniques, methodologies, and best practices.
  • Generating weekly, monthly, and annual activity and performance reports.
  • Coordinating with relevant state and federal agencies and private resources as necessary for implementation of maintenance and operations protocols and repairs.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Associate's degree in a related field or vocational technical training
  • Bachelor's degree preferred 
  • Five years of experience related to the assignment
  • Two years of experience at the senior or lead or supervisor level
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

 

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid Driver's License with a satisfactory driving record and require a valid Commonwealth of Virginia Driver's License within 30 days of hire
  • Some assignments may require a valid Commonwealth of Virginia Commercial Driver's License
  • Some assignments may require a certification in a related skilled trade or in the area of focus

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly stand, walk, reach, finger, grasp, talk, see, hear, see and use substantial repetitive motions of the wrists, hands and/or fingers; and occasionally climb, balance, stoop, kneel, crouch, reach, push, pull, lift, and feel. The working conditions may include regular exposure to atmospheric conditions, extreme temperatures, intense noise, and restricted work space; frequent exposure to environmental conditions and hazardous physical conditions; and occasional exposure to in adequate lighting, travel outside the organization's location, and environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
