The City of Richmond Department of Public Works is actively seeking a highly qualified candidate to fill the role of Maintenance and Operations Superintendent in the Urban Forestry Division. The incumbent will take on a key leadership role, responsible for supervising staff, managing operations, and establishing strong relationships with both internal and external stakeholders.


Key Responsibilities:

  • Overseeing, supervising, and managing daily maintenance and operations of the Urban Forestry Division.
  • Ensuring programs meet established goals and objectives, conducting risk management assessments, and reviewing/approving purchases.
  • Coordinating scheduling, communicating with vendors, contractors, city departments, or agencies, and ensuring compliance with standards.
  • Administering personnel management, including recommending disciplinary actions and setting performance objectives.
  • Conducting bi-weekly safety meetings and serving as a liaison between the division and internal/external customers.
  • Providing supervisory direction and support to staff, including assigning and monitoring work activities.
  • Performing site visits, inspections, and audits for quality assurance and compliance purposes.
  • Collaborating with various stakeholders to identify and resolve critical issues and coordinate program services.
  • Handling budgeting, forecasting, procurement requests, and overseeing major initiatives and programs.
  • Addressing escalated complaints or issues effectively.

Qualifications, Special Certifications, and Licenses:


Knowledge, Skills, and Abilities:

  • Management practices
  • Program development and delivery

  • Contract negotiations and procedures
  • Reading blueprints and construction drawings
  • Customer service principles and techniques
  • Computer proficiency in Microsoft Office Suite
  • Effective oral/written communication
  • Leadership and organizational skills

Minimum Training and Experience:

  • Associate's degree in a related field or vocational technical training (Bachelor's degree preferred)
  • Five years of related experience, with two years at a senior or supervisory level
  • Current and valid commercial driver's license (CDL) required

Preferred Training and Experience:

  • Proficiency with CityWorks or similar work order management systems
  • Experience with Microsoft Office Suite applications
  • ISA Arborist Certification preferred

Licensing, Certifications, and Special Requirements:

  • Valid Driver's License with a satisfactory driving record (may require a valid Commonwealth of Virginia Driver's License within 30 days of hire)
  • Commonwealth of Virginia Commercial Driver's License (may be required for certain assignments)
  • Certification in a related skilled trade or area of focus may be necessary for specific assignments
