**THIS IS A TEMPORARY POSITION**

The City of Richmond, Department of Public Utilities, is seeking a qualified Management Analyst, Associate (Timekeeper). This position is responsible for the administrative tasks of the payroll function.  The importance of this role is to ensure employees are compensated correctly, the organization is complying with regulations, and that confidential information is handled with care.  

This is an essential position, which requires the selected candidate to report to work for an emergency due to inclement weather/natural disaster.

 

 

Duties include but are not limited to

 

  • Ensure timely and accurate processing of employee pay to include on-call pay and shift differentials
  • Maintain departmental timekeeper groups
  • Establish direct contact with agency supervisors/managers responsible for approving time
  • Gather time collection logs (TCL’s) from supervisors/managers to enter all applicable hours into the time entry screen
  • Review and update timecards daily
  • Research missing time and unapproved timecards for the pay period
  • Perform data entry of exceptions for non-exempt TCP clock users
  • Process PAF’s (Payroll Action Forms) to include shift differentials, vacation payouts, retro payments, and overpayments
  • Validate to ensure payments are processed
  • Ensure that payroll leave records are up to date, accurate, and compliant with City regulations. 
  • Prepare and submit various payroll and leave reports for management review. 
  • Resolve any discrepancies or issues with employee pay

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business/public administration or field related to assignment
  • Two years of paraprofessional experience in area related to assignment, such as assisting with program or project administration and management analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

 

LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid Driver's License with a satisfactory driving record, and a valid Commonwealth of Virginia Driver's License within 30 days of hire.  

 

KNOWLEDGE, SKILLS, AND ABILITIES:
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.

Knowledge (some combination of the following):

  • General and special funds
  • Electronic databases and related software applications
  • Governmental accounting concepts
  • Intermediate to advanced level mathematics and statistics as applicable to appraisal measures and assessment ratio studies
  • Thorough knowledge of computer programs such as Microsoft Office Suite and Adobe Acrobat

  • Analyzing and interpreting manuals and operating procedures
  • Assisting with special projects and programs
  • Communicating with various internal and external departments effectively

  • Maintaining records, data, and other information in department of focus
  • Performing various administrative duties such as answering phones, ordering supplies, etc.
