The City of Richmond Department of Public Utilities – Richmond Gas Works is seeking a qualified candidate for the Management Analyst Associate position. The selected candidate will be responsible for providing administrative/financial support for the Richmond Gas Works division's daily operations within the Department of Public Utilities. This role encompasses managing data gathering, compilation, fundamental analysis, and generating recommendations. The candidate will oversee contractor and vendor invoice processing for services rendered by Richmond Gas Works.
Key Responsibilities:
- Reviewing, certifying, and submitting invoices ensuring compliance with the City of Richmond’s “Prompt Pay” ordinance.
- Reviewing and submitting Richmond Gas Work’s purchase requests in adherence to Virginia Public Procurement Act statutes.
- Executing procurement and accounts payable transactions following generally accepted accounting principles (GAAP).
- Maintaining departmental information management systems, including document sorting, verification, filing, scanning, indexing, archiving, and retrieval.
- Reviewing and reconciling monthly vendor statements, addressing past due invoices, and liaising with vendors to resolve issues.
- Gaining and maintaining comprehensive knowledge of assigned vendors and related contracts.
Qualifications:
- Considerable knowledge of general and special funds, electronic databases/software, governmental accounting concepts, and Microsoft Office Suite.
- Analytical skills for data analysis, communication with senior management, and developing manuals and operating procedures.
- Multitasking ability, organization, problem-solving, and time management.
Minimum Training and Experience:
- Bachelor's degree in business/public administration or related field.
- Two years of paraprofessional experience in government finance/business or management analysis.
Licensing and Other Requirements:
- Valid Driver's License or Commonwealth of Virginia Driver's License within 30 days of hire.
Preferred Qualifications:
- Accounts payable processing knowledge.
- Prior customer service (internal and external) and Virginia procurement experience.
- VCA or VCARM Certification.
- Demonstrated intermediate level of experience using Microsoft Office Suite.
