Description
The City of Richmond Department of Department of Public Utilities – Organizational Support Division is seeking a qualified candidate for the position of Management Analyst, Associate. This position provides essential support to the Workforce Development Team by assisting with the coordination, scheduling, communication, and documentation of training programs and initiatives. This role ensures the smooth execution of training logistics and maintains accurate records to support compliance, employee development, and organizational goals.
Duties include but are not limited to
- Coordinating and managing programs and projects; preparing necessary forms and other documentation; performing necessary administrative duties related to programs.
- Receiving, collecting, and entering data and other information in databases or related systems; compiling and analyzing data, reaching conclusions, and recommending proposals; summarizing and reporting as necessary.
Training Coordination & Logistics:
- Schedule training sessions, workshops, and meetings.
- Reserve training rooms and ensure all necessary equipment and materials are available.
- Coordinate virtual training sessions, including sending invitations and managing links or platforms (e.g., Zoom, Teams).
- Maintain the training calendar and communicate upcoming events to relevant staff.
Administrative Support:
- Prepare training materials, handouts, sign-in sheets, and evaluation forms.
- Track attendance, participation, and course completions.
- Enter and maintain training records in the Learning Management System (LMS) or internal databases.
- Assist with generating training reports and compliance audits.
Customer Service:
- Respond to inquiries from staff regarding training schedules, requirements, or registration.
- Provide support to trainers and facilitators before, during, and after sessions.
- Assist employees with LMS navigation or troubleshooting basic training access issues.
Program Support:
- Assist in preparing onboarding materials for new hires.
- Support the development and formatting of training presentations, newsletters, or bulletins.
- Collect and summarize feedback from training evaluations for analysis and reporting.
Compliance and Documentation:
- Maintain accurate and up-to-date training files and documentation for internal and external audits.
- Support mandatory training tracking and reminders.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business/public administration or field related to assignment
- Two years of paraprofessional experience in area related to assignment, such as assisting with program or project administration and management analysis
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a valid Driver's License with a satisfactory driving record, and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
KNOWLEDGE, SKILLS, AND ABILITIES:

The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
