Description
The City of Richmond Department of Public Utilities is currently seeking a qualified candidate for the position of Management Analyst. The selected individual will be responsible for helping manage and support the department’s mission to provide timely and accurate information to the public and internal audiences on utility services, programs, projects and consumer responsibilities and expand on such initiatives. Efforts will focus on developing partnerships with community groups and agencies in direct support of the City’s Lead Free Water Program.
As assigned, work may include: managing the procedural and administrative aspects of programs or projects; assisting with the development and editing of policies and procedures, recommending changes, drafting language, and ensuring dissemination of same; data gathering, data compilation, basic analysis, and developing recommendations and reports; updating and maintaining databases; coordinating program functions and events; and providing technical assistance and training.
**This position is considered Essential. The incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, and inclement weather.**
Duties include but are not limited to
- Providing communications support within the department.
- Working with subject matter experts across the department and other internal partners to learn critical dynamics and operating structures related to lead service line identification and replacements.
- Enhancing existing community and partner relationships through collaboration and outreach.
- Building and maintaining trusted relationships with other organizations, partners and the community at large, especially those who have been traditionally underserved.
- Developing and implementing a comprehensive community outreach and engagement strategy to increase awareness of services and programs.
- Assisting with managing a team of outreach ambassadors, to include training and daily outcome tracking.
- Developing the framework for and identifying educational and outreach opportunities.
- Assisting with and proactively engaging with the public in community outreach and educational events across various programs, with a focus on water quality and the lead service line program.
- Conducting research, providing updates and making recommendations, and implementing solutions to achieve project goals and objectives.
- Assisting with developing content for collateral materials, activities and programs.
- Attending community, neighborhood and civic association meetings.
- Participating in other meetings and events, as assigned.
- Other duties as assigned related to other departmental services and goals.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business/public administration or field related to assignment
- Two years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED TRAINING AND EXPERIENCE:
- Advanced Microsoft Outlook, Word, Excel and PowerPoint skills.
- Established network of community contacts.
- Four years of professional experience in an area or areas related to the above description and duties.
- Project management experience.
- Excellent written and verbal communication skills.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

KNOWLEDGE, SKILLS, AND ABILITIES:
This position requires considerable project management experience to include developing effective relationships to enhance success. The successful candidate will possess experience in a community engagement, social/economic policy or economic justice capacity, including prior work with demonstrated outcomes in addressing disparities and disproportionality. Computer proficiency, including Microsoft Outlook, Word, Excel and PowerPoint are a must – advanced skills are desired. Must possess the ability to think strategically, manage time effectively and multi-task. This position will demonstrate excellent customer service and be adept at learning new industries/companies, products, or technical knowledge and effectively conveying that knowledge. Must have excellent written and verbal communication skills, and interpersonal skills. This position will demonstrate strong analytical/problem solving skills, be innovative in proposing solutions, and possess diplomacy and work well in a team-oriented environment. This position requires a candidate who is a strategic thinker, self-starter, organized, versatile, and capable of performing work with minimal management oversight.

The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
