***THIS POSITION IS OPEN TO INTERNAL DEPARTMENT OF PUBLIC UTILITIES EMPLOYEES ONLY***

The City of Richmond, Department of Public Utilities, is seeking a qualified Management Analyst, Principal to assist with the daily financial and administrative operations for the Engineering Services Division – Water Resources group. This position will support the Program and Operations with land disturbing plan applications, bond intake and fiscal reporting, for erosion & stormwater, floodplain and Chesapeake Bay programs. This incumbent will also assist in plan review and approval of small development projects, reconciliation of fees to the VA DEQ, tracking program metrics and providing customer service to citizens seeking guidance about the development process. 

 

Duties include but are not limited to

 

  • Prepares, distributes and submits financial reports in addition program metrics.
  • Manage and prioritize multiple work assignments effectively
  • Serve as the lead analyst for cross-functional activities and programs to support consistency in areas such as communication, standard operating procedures, workflow, and process improvements

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Five years of journey-level professional experience in area related to assignment, such as budget management, data entry, communication, computer application, office automation, and customer service.

 

PREFERRED QUALIFICATIONS:

  • VA DEQ Program Administrator Certification
  • Master's degree in business or public administration is preferred
  • Erosion & Sediment Control program administrator experience, at least (2) years with an understanding of the VA DEQ stormwater regulations and fee schedule of land disturbing projects. 
  • Accounts Receivable Experience at least (2) year processing receipts, purchase documents, and reconcile receipts with invoice payments.
  • Customer Service Experience, at least (1) year with an emphasis in responding to complaints and direct customer contact via phone, email or in person 
  • EnerGov experience, at least two (2) years assisting with plan application submittals, plan review and approval, invoicing for payment and issuing permits.
  • Proficient, at least (2) years in using Microsoft Office Programs. Especially, Excel, Word and Outlook.

The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
