Description
The City of Richmond Department of Public Utilities is seeking a qualified Management Analyst, Principal to oversee the rates and contract water billing process, as well as the rate update process for all utilities, both monthly and yearly processes. This role ensures compliance of utility billing is in accordance with the ordinances and county contracts. The Management Analyst, Principal also ensures the counties are billed accurately with the water consumed and according to existing contracts. This position is also responsible for some statistical analysis as it relates to revenue and billing. There are also Capital (CIP) Budgeting responsibilities involved.
Duties include but are not limited to
- Utilizing various sources, determine new WACCOG (weighted average cost of gas) rates/values and update the monthly WACCOG and PGC rates in CIS (the billing system)
- Update the year end rates for all utilities utilizing an automated CIS rate upload process. The rates will be derived from the proposed rate increases from our rate consultant and applied to current year values. These rates must be approved by City Council.
- Perform multiple validations on the rates loaded into CIS to ensure accuracy using an excel model.
- Maintain our Cost of Service (COS) models for all three counties which we have contract sales with. This is performed to match the billings for the fiscal year to the actual expenses incurred to provide the water service. There is also some analysis of statistical data involved.
- Prepare the county contract water consumption reports daily to support our monthly water contract billings.
- Become familiar with our water contracts.
- Update the rate section of the Continuing Disclosure for the benefit of our bond holders.
- Produce a Sales and Production report monthly which illustrates our revenue in both dollars and volume by utility.
- Prepare CIP files for the divisions to complete based on their projected project spending for the next budget year.
- This information is submitted to our rates consultant.
- This information is used to submit budget information to the counties that we have water contracts with.
- This position will present the CIP budget to the Director of Public Utilities.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business or public administration, or field related to assignment
- Five years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
- A Master's degree in business or public administration is preferred

In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
