The City of Richmond Department of Public Works is seeking a highly qualified candidate with proven strategic and analytical experience for the position of Management Analyst, Principal. The successful candidate must have the ability to function independently, manage and prioritize multiple work assignments in an effective manner. This position will serve as the lead analyst for cross-functional activities and programs of a team that will provide support of consistency in key areas such as communication, standard operating procedures, workflow and process improvements. The qualified candidate will have the ability to examine process efficiencies throughout the department and make recommendations for new programs and policies to meet the department's strategic goals.

 This position is considered Essential, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather. 

 

Duties include but are not limited to

 

  • Managing and facilitating communications with Divisions that report to the Director of Public Works and other City offices
  • Drafting new and revised standard operating procedure and policy documents
  • Formulating budgets for assigned program or operational functions
  • Input and updating standing operating procedures.
  • Collecting, analyzing, and presenting appropriate data and information designed to ensure operational and cost efficiencies gathered and developing solutions or alternative methods for moving forward.
  • Monitoring work assignments
  • Serving on various divisional and departmental committees and task forces as requested
  • Producing and maintaining a variety of reports and records under PowerDMS platform
  • Composing a variety of correspondence to include letters, memos, e-mails and reports
  • Planning, developing, and coordinating special events, projects, and functions, such as retreats, meetings, conferences, training programs, seminars, etc.
  • Performing other related duties as assigned

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Five (5) years of journey-level professional experience in area related to assignment, such as policy interpretation, employee relations, position control, data analyzation, program/project management or management analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

Preferred Qualification

  • A master’s degree in business or public administration is preferred.

The essential duties of this classification may require the ability to regularly talk, hear, and see; frequently reach and perform repetitive motions; and occasionally stoop, kneel, crouch, stand, walk, push, pull, lift, finger, grasp, and feel. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
