Description

The City of Richmond Department of Department of Public Utilities - Customer Service Division is seeking a qualified candidate for the position of Management Analyst, Senior. This position is an essential component of the daily financial and administrative operations for The DPU Customer Service Division.  This position will provide senior oversight with procuring goods and services and reconciling financial reports.   Additionally, this position is responsible for reviewing accounts payables, processing vendor receipts, executing daily account procedures and facilitating and renewing contracts.  Efforts will provide senior level skilled financial, administrative, and clerical support for the team manager and other members of the team.

Duties include but are not limited to

 

  • Administers, coordinates, manages, and maintains budgets, programs, and projects; provides professional analysis including analysis of complicated issues.
  • Monitors and performs various financial transactions such as expenditures, budgets, and reconciliations.
  • Prepares, writes, and updates various reports, forecasts, analyses, invoices, budgets, and other documentation; presents information as needed.
  • Performing administrative duties in the office such as maintaining files, sorting, and addressing incoming correspondences, etc.; providing back-up support in department or focus area as needed.
  • Acting as liaison for Oracle system and ERP system; preparing, entering, and processing all purchase order requests as directed for O & M, Capital Improvement Projects.
  • Presents information, responds to requests, and trains staff.
  • Researching vendor inquiries. 
  • Gathering, compiling, analyzing, and developing recommendations and reports from data. 
  • Coordinating the administrative and procedural aspects of programs or projects to assist senior analytical staff and supervisors/managers.
  • Processing purchasing transactions, including but not limited to division accounts payable/receivable, purchase orders and requisitions, P-Card reconciliation, invoices, contracts, and personnel forms.
  • Serving as the primary point of contact for information dissemination and data gathering.
  • Supports and works closely with others to ensure accuracy of information; serves as liaison to external departments.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • None required

PREFERRED TRAINING AND EXPERIENCE:

  • Experience working with an Oracle based financial system.
  • Experience working with an ERP based system. 
  • Experience with procurement policies and practices.
  • Experience with Accounts Payable. 
  • Intermediate to expert level proficiency in Microsoft Office Suite.

The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
