Description
The City of Richmond, Department of Public Utilities, Gas Division, is seeking a qualified candidate to fill a Management Analyst Senior –Gas OQ Training Specialist position. The incumbent will be responsible for training functions specific to the daily work activities of the gas Operator Qualification Training group which proactively manages the Gas Operator Qualifications Program and the associated training, examinations, and performance evaluations for Richmond Gas Works’ new construction, operations, and the Customer Service’s gas technician staff.
Duties include but are not limited to
- Provide accurate and appropriate training to prepare new hires for gas qualified positions.
- Provide refresher and remedial training to current qualified positions.
- Provide a comfortable and judgement-free testing environment.
- Facilitate hands-on training, proctoring of written exams, and performance evaluations in advance of employees executing covered tasks.
- Provide a degree of oversight of the Richmond Gas Works’ contractor’s OQ programs.
- Identify and document any gaps or weaknesses in the Richmond Gas Works OQ program and processes for current and future needs, provide recommendations to the OQ Supervisor and any external training departments.
- Assist with the operation of the Richmond Gas Works training facilities including maintenance of buildings, grounds, technology, and specialized equipment.
- Responsible to train RGW staff and potentially third-party personnel regarding standard gas operating procedures as well as those associated with the specific covered tasks.
- When appropriate, represent the Organization’s interests before external audiences (e.g., VA State Corporation Commission), including expert witness testimony.
- Develop working relationships with contractors and their subcontractors.
- When required, serve as technical advisor for Richmond Gas Works’ practices.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS AND ABILITY
Knowledge of local, state, and federal codes and regulations regarding gas distribution systems; Knowledge of workforce training methods; Knowledge of gas system components and materials; Oral and written communication skills; Proficiency with standard business office software such as Microsoft Word and Excel; General knowledge of and some experience with GIS mapping systems; Demonstrated ability to supervise others, and manage time effectively; Ability to multi-task, prioritize conflicts, and identify hazardous conditions/situations; Ability to create training material and deliver training material in a classroom or hands-on environment.
MINIMUM TRAINING AND EXPERIENCE:
- High School diploma or GED.
- One year of specialized training or technical training beyond high school.
- Five years of related work experience.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Valid Commonwealth of Virginia Driver's License
PREFERRED QUALIFICATIONS AND EXPERIENCE:
Candidate must be somewhat familiar with:
- Title 49 Code of Federal Regulation, Parts 191 & 192.
- Title 29 Code of Federal Regulation, Occupational Safety and Health Administration.
- American Petroleum Institute (API).
- National Fire Protection Association (NFPA) 54: National Fuel Gas Code.
- Pipeline & Hazardous Material Safety Administration (PHMSA)
- Distribution Integrity Management Program (DIMP).
- Pipeline Safety Management Systems (PSMS).
- Operator Qualification (OQ) knowledge of gas pipe installation practices.
- Experience reading a Gas/GIS map system.
- At least eight (8) years of field inspector/engineer experience and/or equivalent combination of experience working in natural gas industry.
- Some knowledge of repairs and installations of new gas facilities.
- Ability to communicate effectively both verbally and in writing.
- Experience with Microsoft Office Suites.
- Valid Driver's License is required.

The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently reach and finger; and occasionally climb, balance, stoop, kneel, crouch, crawl, reach, stand, push, pull, lift, walk, grasp, and feel. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
