Description

 

The Department of Procurement Services is growing. We are searching for highly qualified candidates for the position of Management Analyst, Senior on the Operations Team. The incumbent will join a team that has earned the prestigious Achievement of Excellence in Procurement (AEP) Award from the National Procurement Institute and continues to implement best practices that will have a major positive impact on the City of Richmond and the improvement of the department. The Operation’s Team works to increase customer satisfaction by creating efficient processes, assuring quality, monitoring and reporting, and implementing new technology and tools. The Management Analyst, Senior will manage the department budget, payroll, personnel records, data analysis, support the surplus property process, and other office management responsibilities. The analyst will also partner with various departments to optimize policies, practices, and procedures for Procurement operations.  As assigned, work may include gathering and compiling data, analyzing complex issue to facilitate and execute program/project decision making, researching, developing, writing, and editing complex reports and plans.

 

Duties include but are not limited to

 

  • Administers, coordinate, manages, trains, and maintains programs and special projects
  • Records Management Administrator
  • Department requisitioner
  • Training and development administrator
  • Recruiting administrator
  • Personnel onboarding, training, and technology management
  • Department equipment and supplies coordinator
  • Program lead for various department programs such as SharePoint, Granicus, Excel, and Oracle ERP.
  • Front desk management
  • Identifies operations efficiencies and troubleshooting

 

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS AND ABILITIES:

KNOWLEDGE:

  • Considerable knowledge of computer programs including Oracle, Microsoft Office Excel and SharePoint
  • Knowledge of ordinances, government regulations, agency rules, and the legislative process
  • Principles for providing customer service, including meeting quality standard for services and customer satisfaction and strong research practices and procedures


SKILLS:

  • Demonstrated skills in analyzing and aggregating data for complex issues 
  • Analyzing and interpreting manuals and operating procedures
  • Communicating with various internal and external departments
  • Communicating results of analyses and recommendations professionally and effectively with senior management and peers
  • Drafting and revising documents
  • Managing files and records and record retention
  • Serving as department liaison and support Oracle supplier system
  • Oral and written communication


ABILITIES:

  • Proven ability to adapt, analyze information, make decisions, multi-task, and problem solve
  • Able to work collaboratively and manage multiple priorities and deadlines.

 MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business/public administration or field related to assignment

  • Four years of journey-level professional experience in the area related to assignment, such as program/project management

  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
