Description

 

The City of Richmond Department of Housing & Community Development is seeking a highly qualified candidates to fill the position of Management Analyst Senior. This position will be responsible for assisting the Program and Operations Manager with cross-functional activities to provide consistency in key areas such as Procurement, Grants Management, Accounts Payable, Accounts Receivable, and Standard Operating Procedures for multiple Economic and Community Development departments.   

The successful candidate will have significant experience working in a collaborative, fast-paced environment that requires strong attention to detail. This person must be able to prioritize and effectively manage multiple projects, work well under pressure to meet deadlines, exhibit sound judgment in making decisions, and have excellent verbal and written communication skills.  

 

This position is considered an Essential Personnel, which means that the incumbent is required to work when the city is closed due to public emergencies, critical or hazardous conditions or inclement weather.

 

Duties include but are not limited to

 

  • Collects and analyzes programmatic and financial data; creates departmental dashboards and prepares departmental performance reports. 
  • Works with portfolio Project Development Managers and subrecipients to ensure compliance with general financial requirements. 
  • Prepares, writes, and updates various reports, and other documentation; presents information, as needed. 
  • Supports and works closely with others to ensure the accuracy of information; serves as liaison to external departments. 
  • Responds to requests from subrecipients and the public.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Four years of professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

 PREFERRED TRAINING AND EXPERIENCE:

  • Ten years of professional experience in area related to assignment, such as program/project management or management/policy/financial analysis

 

KNOWLEDGE, SKILLS, AND ABILITIES:
 
Knowledge (some combination of the following): 

  • Data collection, reporting, analysis, and visualization
  • Background in the department of focus (affordable housing and community development)
  • Federal grants compliance
  • Program or project management
  • Education and training principles
  • English language including the meaning and spelling of words, composition, and grammar
  • General financial reporting
  • Ordinances, government regulations, agency rules, and the legislative process
  • Payment systems
  • Principles for providing customer service, including meeting quality standards for services and customer satisfaction

 Skills (some combination of the following):

  • Analyzing complex data and issues
  • Data visualization
  • Communicating with various internal and external departments
  • Managing multiple priorities and deadlines

The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
