Description

 

The City of Richmond Department of Housing & Community Development is seeking a highly qualified candidates to fill the position of Management Analyst Senior.

 

Work includes establishing new performance measures, as needed; collecting and reviewing subrecipients’ quarterly programmatic and leveraging reports, monitoring subrecipients for compliance with Federal and local requirements; preparing performance reports for management to facilitate and execute program/project decision-making. Produces dashboards, including graphics, tables, and other data visualizations, as well as reports.  Serves on inter- and intra-departmental committees and task forces, as assigned; performs complex financial and other programmatic data analyses; serves as a department liaison or official representative to senior staff, external agencies, and the public; researching, developing, writing, and editing complex reports and plans; compiling and analyzing statistical data; conducting operational reviews; and preparing reports of findings and recommendations.

 

 

Duties include but are not limited to

 

  • Collects and analyzes programmatic and financial data; creates departmental dashboards and prepares departmental performance reports. 
  • Works with HCD Project Development Managers and subrecipients to ensure compliance with general programmatic requirements. 
  • Prepares, writes, and updates various reports, and other documentation; presents information, as needed. 
  • Supports and works closely with others to ensure the accuracy of information; serves as liaison to external departments. 
  • Responds to requests from HCD subrecipients and the public.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related with emphasis in data management
  • Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 Knowledge (some combination of the following): 

  • Data collection, reporting, analysis, and visualization
  • Background in the department of focus (affordable housing and community development)
  • Federal grants compliance
  • Program or project management
  • Education and training principles
  • English language including the meaning and spelling of words, composition, and grammar
  • General financial reporting
  • Ordinances, government regulations, agency rules, and the legislative process
  • Payment systems
  • Principles for providing customer service, including meeting quality standards for services and customer satisfaction

 Skills (some combination of the following):

  • Analyzing complex data and issues

The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
