Description

 

The City of Richmond Department of Public Works – People Services Team is seeking a qualified candidate to fill the Management Analyst, Senior position as a Workforce Development Coordinator.  This position provides essential support to the department through data analyzation, then designing and executing training programs, workshops, e-learning and employment initiatives that are specific to the department. This role will collaborate with the Department of Human Resources’ Training team to ensure the smooth execution of training logistics and maintain accurate records to support compliance, employee development, and organizational goals.

 

Duties include but are not limited to

 

  • Consult with managers to identify Organizational Development and training needs and/or assess needs through surveys, interviews and consultations.
  • Design curricula and deliver division specific development programs, tools and processes that facilitate improved organizational performance.
  • Act as liaison between employees and management to support professional growth.
  • Work collaboratively with the Department of Human Resources to develop and deploy solutions.
  • Maintain the training calendar and communicate upcoming events to relevant staff.
  • Utilizing the Learning Management System, (NeoGov), recommend suggested trainings that are specific to individual employee development needs, provide navigation and troubleshooting access issues.
  •  Track attendance, participation, and course completions.
  • Respond to inquiries from staff regarding training schedules, requirements, or registration.
  • Facilitates the department’s internal new employee orientation and maintains the materials and bi-weekly schedule.
  • Collect and summarize feedback from training evaluations for analysis and reporting.
  • Maintain accurate and up-to-date training files and documentation for internal and external audits.
  • Supports mandatory Department of Information (DIT) and Human Resources (HR) annual trainings, tracking and reminders.

 

This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

This individual may be required to work nights, weekends, holidays or on-call as needed.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
