The Department of Neighborhood and Community Services is seeking a Manager of the Office of Homeless Services. This role will oversee and provide strategic leadership to the Office of Homeless Services and guide the successful implementation of the City of Richmond’s Strategic Plan to End Homelessness 2020-2030. Additionally, the Manager will direct policy development and implementation to address homelessness in the City of Richmond.
Key Responsibilities:
- Provide direct daily oversight and supervision of the City of Richmond’s Office of Homeless Services.
- Guide the successful implementation of the City of Richmond’s Strategic Plan to End Homelessness and the Homeless Advisory Council recommendations.
- Oversee the City of Richmond’s Office of Homeless Services Community Resource and Training Center.
- Serve as an alternate representative to the Deputy Chief Administrative Officer for Human Services on the Greater Richmond Continuum of Care’s Board of Directors.
- Manage the City of Richmond’s family and inclement weather shelter contracts.
- Serve as a subject matter expert on homelessness in the City of Richmond.
- Oversee the development of a comprehensive community outreach and engagement strategy to destigmatize homelessness in the city and increase education and awareness of the city and region's services and resources to support unsheltered residents.
Qualifications:
- Experience: Significant experience in homeless services, social services, human services, or related fields, including direct work with homeless populations, managing related programs, or public administration roles dealing with social issues.
- Leadership Skills: Ability to lead a diverse team, manage a budget and resources, and make strategic decisions to improve services and outcomes for individuals and families experiencing homelessness.
- Communication Skills: Strong written and verbal communication skills for interacting with stakeholders, including government officials, community organizations, individuals experiencing homelessness, and the general public.
- Collaboration and Networking: Ability to collaborate with various stakeholders, build partnerships, and advocate for homeless services.
- Compassion and Empathy: Genuine concern and empathy for individuals and families experiencing homelessness.
- Problem-Solving and Decision-Making: Ability to analyze complex problems, identify solutions, and make decisions that positively impact homeless populations and the community.
- Ethical Standards: High ethical standards and integrity in managing funds, resources, and interactions with vulnerable populations.

Knowledge, Skills, and Abilities:
- Deep understanding of issues surrounding homelessness, including causes, impacts, and effective interventions.
- Knowledge of local, state, and federal policies related to homelessness.
- Familiarity with the Greater Richmond Continuum of Care and the regional coordinated entry system.
- Awareness of emerging housing solutions to address homelessness.
Minimum Training and Experience:
- Bachelor’s Degree in Social Work, Human Services, Public Administration, Political Science, or a related field (Master’s Degree Preferred).
- At least 5 years of experience managing and supervising a team.
- At least 5 years of experience in the field of homeless services, human services, social work, or a related field.
- Direct experience working with unsheltered individuals and those experiencing homelessness.
