The City of Richmond is seeking a qualified full-time Mental Health Counselor (Licensed Professional Counselor) to provide clinical mental health services to the Public Safety Departments' sworn and civilian employees.
The selected candidate will provide clinical oversight, consultation and case management services.
Duties include but are not limited to
- Providing clinical oversight and protocols related to individualized mental health assessments and recommended treatment options for Public Safety department employees.
- Mental health issues addressed will include, but are not limited to, stress management, PTSD, involvement in traumatic incidents, substance abuse, work and family relationships and job performance; Ensuring sound service practice, service delivery and accountability; Maintaining confidential case management records; Serving as point of contact liaison with outside referral resources; Providing routine trend data and information reports; Providing guidance and continued training to Critical Incident Stress Management (CISM) team and other Peer Support programs; Providing assistance building a culture of wellness by supporting morale, resiliency, retention, and job satisfaction.
- Conducting administrative training functions as needed; Participating in community engagement / outreach efforts; and Performing other related duties as assigned.
Selected candidate will be required to work a rotating on-call schedule. Successful completion of a thorough background investigation, including drug screen and polygraph exam is required.
Qualifications, Special Certifications and Licenses
- Considerable knowledge of mental health treatment programs related to law enforcement; current related diagnostic techniques; current counseling approaches; community and contracted resources; related federal, state, and local laws and regulations.
- Demonstrated skills communicating both in writing and orally; evaluating programs for process improvement; utilizing computer programs such as Microsoft Office Suite.
- Demonstrated ability to work with teams; build relationships with internal and external partners; relate to clients in public safety populations; promote accountability and responsibility among staff; compile, analyze, evaluate, and review statistical data to identify solutions, meet deadlines, and report to management; problem solve and think critically.
- Masters degree in Social Work; Four years of clinical experience (two years related social or human services experience providing clinical services; at least two years experience leading process improvements; strong clinical skills; at least one year of demonstrated ability working collaboratively with peers and in a team work environment to achieve goals, build relationships with internal and external partners, evaluate programs, outcomes and recommend and implement plans for improvement)
- Knowledge, understanding and application of trauma informed treatment and culturally sensitive interventions; An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Clinical Social Work or Professional Counseling Licensure.
- Valid Virginia driver's license
- Sworn or civilian experience in a public safety community
- Crisis intervention training certification
- Community engagement and outreach either through volunteering or through prior job experience.
