The Opioid Response Coordinator provides leadership, planning, management, and coordination of the City's response to the Opioid Crisis. The position will serve as the City’s primary liaison to relevant stakeholders and the Virginia Opioid Abatement Authority (OAA).


Responsibilities:

  • Coordinate, administer, and/or supervise all aspects of the City's response to the opioid crisis.
  • Oversee individual and regional applications to the Opioid Abatement Authority.
  • Ensure effective monitoring and compliance of activities related to national opioid settlements and Opioid Abatement Authority.
  • Research, examine, prepare, and revise guidance and recommendations for City leaders and staff on new, best practice approaches.
  • Work with the City’s senior leadership team and key stakeholders to develop a comprehensive plan to respond to the opioid crisis.
  • Strengthen, support, and offer leadership to the Opioid Task Force.
  • Provide intra and interagency coordination across various departments for Richmond’s opioid response.
  • Serve on Regional, State, and Federal work groups and projects.
  • Prepare grant applications for Federal, State, and/or private funding sources.
  • Ensure tasks and projects adhere to local, state, and federal standards and requirements.
  • Establish and maintain effective systems to monitor funding streams addressing the opioid crisis.

Qualifications:


Knowledge:

  • Thorough knowledge of the prevention and treatment of substance use disorders.
  • Understanding of public addiction recovery systems and regulatory requirements.
  • Knowledge of principles and practices of public administration and local government.
  • Familiarity with local addiction recovery and social service agencies.
  • Understanding of program evaluation processes.
  • Knowledge of drug and alcohol addiction laws and regulations.
  • Familiarity with research methods and sources.
  • Knowledge of HIPAA law and regulations, including privacy rules and standards.

Abilities:

  • Deliver clear and effective oral presentations to City leaders, staff, and the public.
  • Write detailed, accurate reports, grants, and other documents requiring sound judgment and analysis.
  • Skilled in meeting facilitation and coordination.
  • Ability to complete short and long-range objectives without close supervision.
  • Develop and maintain effective working relationships with associates, supervisors, contract agency representatives, officials, and the general public.
  • Exhibit flexibility in work schedule and job assignments.
  • Use word processing and presentation software to prepare documents.
  • Use spreadsheet and statistical analysis software packages to store, manipulate, analyze, and present data.

Minimum Training and Experience:

  • Experience working in substance use disorder treatment or support, including lived/shared experience with opioid-use disorders.
  • Bachelor's degree in human services, social work, business administration, or a related field.
  • Four years' experience in human services or a directly related field, including substantial experience presenting information or facilitating workshops to diverse groups of individuals.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
  • Experience collaborating with other agencies and coordinating services.
  • Policy development and implementation.
