The City of Richmond Planning and Development Department is seeking to fill a journey-level planning position. This role requires a balanced level of independence, judgment, and discretion. The position is responsible for overseeing complex tasks and small-to-medium-sized projects shaping land use and development in the City of Richmond. It demands a high level of responsibility, training, and experience. The work in this position is usually performed under minimal supervision, with a high need for competence to fulfill business needs.


Duties Include, But Are Not Limited To:

  • Contribute to a dynamic team within the Office of Equitable Development to create and implement long-range plans.
  • Develop neighborhood, district, corridor, and other small-area plans.
  • Propose and adopt amendments to the zoning ordinance and associated codes to implement plans.
  • Assist with the redevelopment of city-owned land via public-private partnerships.
  • Participate in capital budget reviews to ensure alignment with master plan priorities.
  • Prepare plans of work, assign tasks and projects, and administer scopes of work, budgets, contracts, and programmatic agreements.
  • Prepare reports and present findings to boards, commissions, and Council.
  • Organize and facilitate meetings and public engagement activities.
  • Compile and analyze data to create visualizations using ArcGIS, SketchUp, Microsoft Access and Excel.
  • Create publications, presentations, and website content using Adobe Acrobat, InDesign, Illustrator, Photoshop, Microsoft PowerPoint, or Publisher.
  • Prepare, evaluate, and award requests for proposals.

  • Received: Typically reports to a Planning Supervisor or Deputy Director (Note: other reporting relationships may apply)

Qualifications, Special Certifications and Licenses:


Knowledge, Skills, and Abilities:

  • Knowledge: General principles, methods, and practices of land use planning and zoning, Euclidian, form-based, and hybrid zoning approaches, state and local land use laws, pedestrian, bicycle, and transit transportation planning, economic development, affordable housing, historic preservation, urban design, environmental planning, and brownfields redevelopment.
  • Skills: Creating and implementing comprehensive, long-range plans, proposing and adopting changes to zoning ordinances, managing complex redevelopment projects, reviewing capital budgets, preparing plans of work, administering budgets, preparing reports, facilitating meetings, compiling and analyzing data with software like ArcGIS, SketchUp, Microsoft Access and Excel, creating publications, presentations, and website content with Adobe Acrobat, InDesign, Illustrator, Photoshop, Microsoft PowerPoint, or Publisher, and evaluating and awarding requests for proposals.
  • Abilities: Thrive in a fast-paced, diverse political environment, think critically, communicate clearly, facilitate discussion, maintain composure in stressful situations, provide superior customer service, and manage unhappy clients.

Minimum Training and Experience:

  • Bachelor's degree in urban planning, civil or environmental engineering, landscape architecture, or related field.
  • Three years of experience or an equivalent amount of graduate-level training.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

Preferred Qualifications:

  • Master's degree in urban planning, urban design, or landscape architecture.
  • Direct experience in preparing Small Area Plans and writing zoning ordinances.
  • Demonstrated experience in current planning, zoning, and working with boards and commissions.
  • Experience in an urban environment.
  • Excellent public presentation, leadership, time management, and organizational skills.
  • Significant experience with code development, new urbanism, and both downtown and neighborhood revitalization techniques.
  • Demonstrated experience in Arc-GIS, SketchUp, InDesign, Illustrator, and graphics packages.
  • Certified planner with AICP credentials.
