The City of Richmond, Department of Public Utilities, invites applications from qualified candidates to fill multiple Power Line Specialist positions within the Electric Utility Division. The Street Lighting Department oversees the maintenance and service of over 32,000 streetlights and manages a network of over 310 miles of overhead and underground wiring, directly supplying power to the street lighting system.


Responsibilities: The incumbents will be entrusted with the construction, installation, maintenance, and support of the Electric Utility Street Lighting Distribution system and all related infrastructure components. This role is categorized as Essential Personnel, requiring availability during city closures due to public emergencies, hazardous conditions, or inclement weather. Candidates should anticipate potential work during nights, weekends, holidays, or on-call situations.


Duties:

  • Installing overhead and underground wires and cables
  • Making terminations, installing transformers, and various types of poles
  • Troubleshooting electrical distribution grids and substations
  • Pole climbing and working in confined spaces

Qualifications, Special Certifications, and Licenses:


Knowledge, Skills, and Abilities:

  • Knowledge of relevant OSHA and safety regulations
  • Demonstrated experience with high-voltage utility systems
  • Proficiency in electricity, wiring, circuits, transformers, cables, and power lines
  • Experience in maintaining streetlight circuits
  • Ability to interpret technical drawings and blueprints
  • Proficient working at significant heights
  • Capable of safely operating around low and high-voltage wires
  • Sound judgment adhering to safety regulations
  • Critical thinking for problem-solving and troubleshooting
  • Effective communication skills

Minimum Training and Experience:

  • High School Diploma or GED with specialized vocational training
  • Journeyman/Lineman card required
  • Two years of experience working with high-voltage power lines
  • Equivalent combinations of training and experience approved by the department may meet minimum qualifications

Licensing, Certifications, and Special Requirements:

  • Valid Commonwealth of Virginia Driver's License with a satisfactory driving record
  • Commonwealth of Virginia Commercial Driver's License with necessary endorsements must be acquired within 30 days of hire
