Hiring Range up to: $87,960/annually

This position is considered an Essential Personnel, which means that the incumbent is
required to work when the City is closed due to public emergencies, critical or hazardous c
onditions or inclement weather.

 

Duties include but are not limited to

 

  • Contract Management: Administering contracts including modifications, change orders, contract renewals, extensions, and closeouts by ensuring completeness and compliance

  • Small Purchasing:  Coordinate with agencies to procure goods and services under the single quote threshold and to conduct request for quotes.

  • Solicitation Development: Managing preparation and processing of solicitations such as invitation for bids, request for information, request for proposals, request for quotes, and request for qualifications

  • Compliance and Review: Reviewing documents for accuracy, completeness, and compliance with laws, policies, and procedures for cooperative procurements, request for quotes, sole source procurements, demand and emergency payments, and other types of procurements as assigned

  • Customer Support: Providing consultation to City agencies and departments; Performing additional duties as assigned such as collaborating with the Office of Minority Business Development, records administration, managing expenditures, supporting the Procurement Purchasing Card Program, and responding to audit questions; Developing productive business relationships with various City agencies Identifying strategic sourcing opportunities to reduce overall costs

  • Innovation: Actively participating in activities and functions that contribute to professional development; Providing suggestions to improve department processes



 

 

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Technical Knowledge and Experience:

  • In-depth understanding of public purchasing and procurement practices, including contract management and administration
  • Familiarity with Virginia and City of Richmond procurement codes, as well as federal, state, and local acquisition regulations.
  • Foundational knowledge in business law, finance, budgeting, accounting, supply chain, and quantitative methods

Technology Proficiency:

  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Experience using Enterprise Resource Planning (ERP) software, SharePoint, and electronic procurement systems.
  • Working knowledge of reporting tools (e.g., EIS), automated financial systems, procurement e-business tools (such as Procurement and Payables Inquiry Models), and scheduling software.

Communication and Interpersonal Skills:

  • Strong business writing and verbal communication skills.
  • Skilled in negotiating pricing, terms, and contract conditions.
  • Proven ability to build and maintain professional relationships with diverse stakeholders.
  • Comfortable interacting with individuals from varied professional and cultural backgrounds.

Attention to Detail and Organizational Skills:

  • Highly attentive to detail and accuracy, particularly in document review and procurement processes.
  • Capable of managing multiple tasks simultaneously in a fast-paced environment.
  • Experienced in proofreading, analyzing acquisition requirements, and evaluating contractor capabilities.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in accounting, business administration, finance, or directly related field
  • Two years of professional procurement experience involving the purchase of goods and services
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification. 

PREFERRED QUALIFICATIONS:

  • Intermediate to advanced MS Word and/or MS Excel skills.
  • Experience with Oracle ERP and/or OpenGov.
  • Certification in public procurement (e.g. VCA, VCO, CPPB, CPPO, NIGP-CPP)

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

The essential duties of this classification may require the ability to regularly talk, hear, see, work with one's fingers, use repetitive motions; frequently lift, walk, grasp; and occasionally stoop, stand, reach, climb, balance, kneel, crawl, push, feel, or pull. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects. The working conditions may contain environmental hazards.
