The Department of Procurement Services is expanding, and we are seeking a highly qualified candidate for the position of Procurement Risk and Compliance Manager. The Procurement Risk and Compliance Manager safeguards the integrity and efficiency of the City’s procurement operations. This role leads risk identification and mitigation, enforces regulatory and policy compliance, and implements strong internal controls. By collaborating with key stakeholders, the Manager promotes ethical procurement practices, prevents fraud, and ensures transparency and accountability across procurement functions.

Duties include but are not limited to

Risk Management and Assessment:

  • Identify, evaluate, and monitor procurement risks such as agency contract compliance, contract management task completions and financial exposure.
  • Identify, evaluate, and monitor procurement risks such as supplier reliability, contract compliance, and financial exposure.
  • Develop and implement risk mitigation strategies aligned with City objectives.
  • Conduct risk assessments during supplier onboarding and throughout agreement 
  • Collaborate across departments to integrate risk awareness in procurement planning
  • Lead root cause analyses and corrective actions for risk incidents.
Compliance and Regulatory Oversight:
  • Ensure procurement complies with internal policies, laws, and industry standards.
  • Update procurement policies reflecting regulatory changes. 
  • Oversee P-Card compliance, including usage monitoring, documentation, fraud prevention, and audit coordination.
  • Oversee agency small purchase compliance, including vendor review, assessment and audit
  • Identify purchasing non-compliance and violations and report and readout to findings to leadership.  
  • Coordinate and lead internal and external procurement audits and address findings.
  • Manage relationships with regulators and support ethical procurement initiatives.

Internal Controls and Fraud Prevention:

  • Design, implement, and monitor internal controls to protect procurement processes.
  • Use Oracle ERP and digital tools to detect anomalies and potential fraud.
  • Work with IT and Finance to strengthen fraud detection and system controls.
  • Investigate irregularities and enforce corrective measures with legal and audit teams.
  • Maintain records supporting audit trails and compliance.

ERP System Monitoring and Reporting:

  • Oversee Oracle ERP system usage to ensure data integrity and compliance.  
  • Monitor procurement workflows to enforce segregation of duties and approvals.
  • Analyze procurement data and produce reports on compliance and risk exposure.
  • Recommend Oracle ERP enhancements for improved risk and compliance monitoring.

Stakeholder Collaboration and Training:

  • Partner with Legal, Finance, IT, Internal Audit, and Procurement teams to drive compliance initiatives.
  • Lead training sessions on procurement policies and changes, risk awareness, and ethics.
  • Serve as the primary contact for procurement risk and compliance matters.
  • Foster a culture of continuous improvement and accountability.

Reporting and Documentation:

  • Prepare reports for senior management and regulators on procurement risks, compliance, and investigations.
  • Maintain documentation of policies, audits, investigations, and risk assessments.
  • Support internal and external audits with relevant documentation.
  • Track and report key performance indicators related to procurement risk and compliance.




 

Qualifications, Special Certifications and Licenses

 

Knowledge:

  • Procurement processes, policies, and best practices.
  • Regulatory frameworks, compliance standards, and risk management principles.
  • Broad knowledge in Oracle eProcurement and overall ERP software.  
  • Internal controls, fraud detection, and audit methodologies.
  • Contract management and ethical sourcing.

Skills:

  • Strong analytical and problem-solving skills.
  • Excellent communication for reporting and training.
  • Organizational skills to manage multiple projects.
  • Proficiency with data analysis, ERP reporting, and Microsoft Office.

Abilities:

  • Develop and monitor compliance and risk programs.
  • Conduct audits and investigations with discretion.
  • Collaborate and influence across departments.
  • Stay current with evolving procurement laws and trends.
  • Maintain confidentiality and handle sensitive information with integrity.

 

Minimum Training and Experience

  • Bachelor’s degree in Business, Supply Chain Management, Risk Management, Finance, Law, or related field.
  • 3-5 years in procurement, risk management, compliance, or audit, preferably in regulated environments.
  • High level of proficiency with Oracle ERP system and procurement monitoring.
  • Strong analytical, communication, and interpersonal skills.
  • Ability to manage priorities independently and collaboratively.

Licensing and Preferred Certifications:

  • Certified Supply Chain Professional (CSCP)
  • Certified Professional in Supply Management (CPSM)
  • Certified Risk Management Professional (CRMP)
  • Certified Internal Auditor (CIA)
  • Certified Compliance and Ethics Professional (CCEP)
  • Project Management Professional (PMP)

In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
