The City of Richmond Department of Procurement Services is seeking highly qualified candidates for the role of Management Analyst to support the Operations Team. The incumbent will provide professional support for the City, requiring substantive knowledge of applicable policies, practices, and procedures to select and apply the most appropriate approach. Assigned responsibilities may include gathering and compiling data, analyzing complex issues to facilitate program/project decision-making, researching, developing, writing, and editing complex reports and plans, compiling and analyzing statistical data, and conducting operational reviews then preparing reports of findings and recommendations.


Key Responsibilities:

  • Administers, coordinates, manages, and maintains programs and special projects.
  • Records management and destruction Administrator.
  • Administrative tasks, including department’s front desk responsibilities.
  • Securing and logging incoming bids.
  • Managing calendars, conference rooms, and record-keeping support to senior management.
  • Administering programs, including supplier registration and project status reports.
  • Certificate of insurance management.

Knowledge, Skills, and Abilities:

  • Considerable knowledge of computer programs including Oracle, Microsoft Office Excel, and SharePoint.
  • Understanding of ordinances, government regulations, agency rules, and the legislative process.
  • Principles for providing customer service, including meeting quality standards for services and customer satisfaction.
  • Strong research practices and procedures.
  • Demonstrated skills in analyzing and aggregating data for complex issues.
  • Analyzing and interpreting manuals and operating procedures.
  • Effective communication with various internal and external departments.
  • Professional and effective communication of analysis results and recommendations to senior management and peers.
  • Drafting and revising documents.
  • Managing files and records and record retention.
  • Serving as department liaison and support for Oracle supplier systems.
  • Strong oral and written communication.

Qualifications:


Minimum Training and Experience:

  • Bachelor's degree in business/public administration or field related to the assignment.
  • Two years of journey-level professional experience in the area related to the assignment, such as program/project management.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
