The City of Richmond Department of Public Utilities seeks a qualified Program and Operations Manager to lead the Lead Free Water (LFW) Program within the Water Division. This role involves managing and growing a multi-million dollar a year program to comply with the Lead and Copper Rule Revisions and Improvements. The ideal candidate will have project and program management experience, a technical background in municipal work for environmental compliance, strong customer service and communication skills, and strong problem-solving skills and mindset. The ideal candidate will be organized, thorough in their duties, and highly professional in their interactions with customers, colleagues, and partner agencies. The LFW program lead will coordinate a consultant team and coordinate with multiple DPU divisions (outreach, data/GIS, water distribution design and O&M, permitting), DPW, legal counsel, VDH, Council, and other stakeholders.
About the Lead Free Water Program: The City of Richmond provides clean, reliable drinking water that meets EPA and VDH standards. The City also provides corrosion control to minimize the likelihood of lead leaching into water from lead service lines and interior plumbing. Per the EPA Lead and Copper Rule Revision and Improvements, additional requirements for waterworks with more than 3,000 residents includes provide a public service line inventory, identifying and removing all lead service lines by 2037, adhering to stricter lead concentration limits, expanding sampling for schools and daycares, providing notifications to customers, and providing water pitchers with filters when disturbances to lead service lines occur. The program includes:
- Maintenance and continued development of a GIS-based service line inventory (SLI)
- Apps and SOPs to support input to the SLI
- A SLI predictive model
- Two customer-initiated grant programs, one for SLI inventory and one for lead service line replacement (LSLR)
- Routine tap sampling for VDH compliance
- A corrosion control treatment pilot
- Development of a block-by-block test pitting, outreach, and LSLR program
- Development of a DPU SLI inspections program

Duties include but are not limited to
- Coordinates and directs the DPU Lead Free Water Program by providing daily planning, administration, and management over a consultant team and DPU program contributors.
- Reviews invoices and manages consultant and construction contracts, including for Build America, Buy America and Davis-Bacon compliance.
- Coordinates closely with Water Distribution Design and O&M to develop a block-by-block LSLR program that works with DPU water main renewal and service line projects.
- Coordinates program messaging to the public and internal stakeholders with DPU Communications team.
- Ensures reporting to Virginia Department of Health is completed in a timely manner, including submittals for new funding requests.
- Develops and updates workflows, Operation Manuals, Standard Operating Procedures (SOP) and other materials related to the program.
- Analyzes data and provides reports and recommendations for improved workflow efficiencies.? Coordinates production of daily/weekly/monthly status reports as necessary.
- Identifies and develops strategies and new program elements to meet LFW program objectives and works with staff to implement policy and procedural changes.
- Performs routine technical and administrative functions including attending departmental policy meetings and prepares status reports for City Council.
- Prepares budget justifications for specific area of responsibility. Prepares and monitors program budget and expenses.
- Identifies type and scope of work and develops work specifications, interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.
- Performs other related duties and projects as assigned at the discretion of the immediate supervisor.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business, accounting, finance or public administration or field related to assignment
- Six years of journey-level professional experience in area related to assignment
- Two years of supervisory experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
- A Master's degree in Business or Public Administration or field directly related to assignment is preferred
- Five (5) years of experience managing infrastructure projects or programs
- Experience associated with the Lead and Copper Rule and removal of lead service lines is desirable.
- Project Management Professional (PMP) certification is desirable.

The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
