The City of Richmond Police Department is seeking qualified applicants for the unclassified position of Program and Operations Manager to oversee its
Planning and Accreditation Division. This division includes Accreditation (CALEA), Written Directive Management, and Strategic Planning/Special Projects.
Duties for this unclassified position include:
- Reviewing and approving departmental policies and procedures
- Writing policies and procedures
- Ensuring compliance with CALEA (Commission on Accreditation for Law Enforcement Agencies) accreditation standards
- Representing the department on various committees
- Preparing various reports related to performance measures
This position is designated as Essential Personnel, requiring the incumbent to work during City closures due to public emergencies, critical or hazardous conditions, or inclement weather. Successful completion of an interview, thorough background investigation (which may include a polygraph exam and drug/alcohol screening), is required. Please note that the Police Department background process may take up to 60-90 days, and an applicant disqualified from the Police background process may reapply a year after disqualification.

The ideal candidate should possess the following qualifications:
- Considerable knowledge of accounting, budgeting, accounts payable/receivable
- Proficiency in computer programs such as Microsoft Office Suite
- Understanding of cultural development, data analysis, and data management
- Familiarity with electronic databases and related software applications
- Knowledge of Federal regulations pertaining to the assigned area
- Familiarity with Federal, state, and local laws and legal procedures related to the focus area
- Understanding of processes and procedures related to the assigned area
- Competence in project management and city guidelines and standards
- In-depth knowledge in the area of focus
- Demonstrated skill in communicating and coordinating with various internal and external departments
- Ability to create and implement policies and procedures
- Proficiency in gathering and interpreting data, as well as applying federal regulations for programs
- Experience in managing contracts, projects, data, and reports
- Oversight of daily accounting and procurement functions
- Management of the financial and operational aspects of programs of focus

Minimum Training and Experience:
- Bachelor's degree in business, accounting, finance, or public administration or a field related to the assignment
- Six years of journey-level professional experience in an area related to the assignment
- Two years of supervisory experience
- A Master's degree in Business or Public Administration or a field directly related to the assignment is preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
Licensing, Certifications, and Other Special Requirements:
- Some positions may require an FMP (Facilities Management Professional) designation.
- Some positions may require a CFM (Certified Facility Manager) certification or the ability to attain a CFM certification within 12 months of appointment.
