Description
The City of Richmond Department of Social Services is seeking a highly qualified candidate to fill the position of Program and Operations Supervisor in the Division of Economic Support and Independence. The incumbent is responsible for managing and supervising the Intake area, also known as the Customer Care area within the Benefits Programs Division.
Duties include but are not limited to
- Managing and overseeing the operations of Benefits Programs supervisory staff assigned to specific programs;
- Assisting with setting program goals and objectives;
- Performing program data collection and analysis;
- Planning and monitoring internal program elements;
- Ensuring the highest standards of customer service and accountability and ensuring proper implementation;
- Managing performance issues;
- Preparing reports related to program area;
- Overseeing grants and contracts associated with the respective program area;
- Performing work on special projects;
- Overseeing budget for the various program areas.
**City of Richmond Department of Social Services employees are considered essential personnel may be required to work during inclement weather and times of declared emergencies.**
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge in computer programs such as Microsoft Office Suite; data analysis; data management; Federal regulations pertaining to assigned area; and general knowledge of the laws and legal procedures related to focus area.
Demonstrated skills in communicating and coordinating with various internal and external departments; creating and implementing policies and procedures; gathering and interpreting data routinely; interpreting and applying federal regulations for programs; overseeing the financial and operational aspects of programs of focus; supervising including conducting performance evaluations, mentoring, etc.; and oral and written communication.
Demonstrated ability to pay attention to detail; organize; and set timetables, achieve milestones, track progress, and take corrective actions.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business or public administration, or field related to assignment;
- Four years of journey-level professional experience in area related to assignment;
- A Master's degree in business, public administration, or field directly related to assignment may be preferred;
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- A certification as a Property Maintenance Inspector or a Property Maintenance Code Official through the Virginia Department of Housing and Community Development is required for certain Planning and Development Review positions;
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
PREFERRED TRAINING AND EXPERIENCE:
- Strong supervisory, organizational, performance management, interpersonal, oral and written communication skills
- Five (5) or more years of supervisory experience in the Benefits Program area
- Advanced proficiency in the use of various computer applications
- Ability to monitor program effectiveness to recommend and implement process improvements as necessary
