Description
The City of Richmond, Department of Public Utilities is seeking a qualified Program and Operations Supervisor, Senior to oversee the financial operations of the Collection Systems and Regulatory Affairs Utilities. This position supervises the Management Analyst, Associates and Management Analyst, Senior assigned to the Stormwater and Sanitary Sewer CIP, Stormwater, Sanitary Sewer, Floodwall, Environmental Compliance, Laboratories and Water Resources. This position is also responsible for strategic planning, recruitment, and budgeting.
Duties include but are not limited to
- Prepare and maintain reports in regards to the Collections Systems and Regulatory Affairs daily operations.
- Advise on contract administration and monitor the use of city/state contracts and Office of Minority Business compliance
- Prepare the Collections Systems and Regulatory Affairs Operations and Maintenance Budget.
- Responsible for monitoring the budgets weekly to accurately track spending, accounts payables and request for services in accordance to City of Richmond policies
- Prepare financial reports for internal review, prepare data for journal voucher transfer, monitors and approves monthly invoices
- Recruitment Coordinator for the Collections Systems and Regulatory Affairs Utilities and CSO/Shockoe
- Supervise, Develop Work Flow, Distribute and Monitor work of one Management Analyst, Sr., two Management Analyst and one Administrative Technicians, Sr.
- Issue refund checks via Invoice Payment Forms for Erosion and Sediment Control for permit fees
- Reviewing Budgets and completing complex financial reports
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business or public administration, or field related to assignment
- Five years of journey-level professional experience in area related to assignment
- A Master's degree in business, public administration, or field directly related to assignment may be preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
- 10 years of experience with and emphasis in finance, budget management, and data entry
- Accounts Receivable Experience at least (5) years of reconciling financial documents
- Procurement Experience, at least (5) years of Public Procurement, procuring goods and services in accordance with local, state and federal guidelines and have the Commonwealth of Virginia VCA Certification
- A Master's degree in business, public administration, or field directly related to assignment may be preferred
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; and occasionally climb, stoop, crouch, reach, stand, walk, push, pull, lift, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
