Description

 

The City of Richmond's Department of Public Utilities is currently seeking a Programs and Operations Supervisor, Senior for the Human Capital Services division. The Programs and Operations Supervisor, Senior will be responsible for the daily supervision, direction and guidance of all operational tasks and programs related to People Operations. This high-impact position plays a critical role for prospective employees and incumbents, building organizational readiness and enhancing the employee experience.  The ideal candidate is an innovative, people-oriented leader with a strong background in supervising and leading a division that specializes in the efficiency of Human Capital/People Operations for an organization. 

 

Duties include but are not limited to

 

  • Developing methods of measuring if performance management aligns with organizational goals.
  • Supervising and coordinating the work for the Management Analysts, Seniors in the performance of their duties related to recruitment coordination, broadband administration, performance management, and employee transactions processes (salary changes, employee separations, name changes, cost code changes, and time source changes). 
  • Ensuring all Human Resources recruitment procedures are strictly adhered to by supervisors, managers, division point of contacts, and the Human Capital Services team members.
  • Reviews and recommends process improvements for efficiency and verifies information for accuracy and completeness.
  • Plans, oversees, maintains, monitors, and updates various program initiatives; provides support where needed. 
  • Reports recruitment statistical data on various aspects of programs via meetings, documents, forms, budgets, and spreadsheets. 
  • Communicates and coordinates with staff, other departments, outside agencies, contractors, and others. 
  • Other duties as needed.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Four years of journey-level professional experience in area related to assignment
  • A Master's degree in business, public administration, or field directly related to assignment may be preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

 

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

 

KNOWLEDGE, SKILLS, AND ABILITIES:
The incumbent will have considerable knowledge in providing leading staff; providing direction and guidance to improve organizational effectiveness while adhering to the organization's culture and values. Demonstrated abilities in guiding staff on policies, procedures and processes; aligning human behavior with the organization's strategy, structure and business objectives; developing and facilitating coaching models for leaders at all levels; consulting with management to identify opportunities for performance improvement; creating competency models for managers and supervisors; helping leaders create project timelines and deadlines or performance improvement; meeting with leaders to identify specific work situations requiring better understanding of changes in policies, procedures and regulations; developing methods of measuring if performance management aligns with organizational goals.

The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; and occasionally climb, stoop, crouch, reach, stand, walk, push, pull, lift, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
