The City of Richmond Office of Community Wealth Building (OCWB) is looking for an individual to fill the Program Coordinator – Special Projects position.
The successful candidate may be responsible for supervising engagement specialists and will promote program efficiency and excellence in customer service to support OCWB’s mission to aid in the fight against generational poverty. Key performance expectations include identifying opportunities to steward the poverty reduction collaborative strategy, expanding community offerings to promote generational wealth building, soliciting financial subsidies to support program initiatives, managing quality assurance requirements of subordinate staff and suggesting/implementing innovative strategies to minimize duplication of services across the Human Services portfolio and community partners.
Duties include but are not limited to:
- Creating and managing an integrated work plan of all poverty reduction efforts across City
- Establishing strategies, plans, and outcomes to assist individuals with overcoming generational poverty by setting objectives, assigning tasks, and aligning to timetables for achieving intermediate and overall goals
- Developing and implementing strategies to incorporate a focus on program fulfillment and operational and performance excellence
- Overseeing the development and implementation of necessary policies and procedures across the workforce division and ensuring adherence to acceptable program standards Identifying, determining, and planning for Workforce participant trainings and workshops
- Coordinating and stewarding partnerships with stakeholders to create, implement and/or facilitate poverty reduction offerings and increase access for all individuals
- Identifying and pursuing funding opportunities to support expansion of poverty reduction efforts
- Tracking and presenting status updates to senior executives on the program goals and performance metrics. Determining key performance indicators for measuring the progress and overall success of workforce development and poverty reduction projects
- Regularly providing updates on risks, challenges, or changes in strategies or priorities
- Conducting performance evaluations
- Managing leave requests and payroll for direct reports and work experience participants
- Performing other related duties as assigned
Qualifications, Special Certifications and Licenses
- Computer programs including Microsoft Office Suite Background in department of focus Electronic databases and related software applications in area of focus
- English language, including strong oral and written communications skills
- Grant writing, reporting and management
- Ordinances, government regulations, agency rules, and the legislative process Principles for providing customer service, including meeting quality standard for services and customer satisfaction
- Strong research practices and procedures Skills (some combination of the following):
- Analyzing and aggregating data for complex issues
- Communicating results of analyses and recommendations professionally and effectively with senior management and peers
- Drafting and revising documents, grants and reports Managing programs and various activities in focus areas
- Performing oversight of staff who provide various administrative and clerical procedures such as managing files and records, designing forms, and other office procedures and terminology
- Preparing, interpreting and following operating policies and procedures Abilities (some combination of the following):

Minimum Training & Experience
- Bachelor's degree in business or public administration, or field related to assignment
- Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- Advanced degree in Business, Social Services, Sociology or related discipline, or equivalent work experience.
