The City of Richmond, Department of Housing and Community Development (HCD), is seeking a highly motivated individual to manage and provide oversight of various City of Richmond’s federal entitlement projects and programs. The successful candidate will be responsible for increasing the City's affordable housing stock and stabilizing and diversifying neighborhoods, utilizing the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), HOME-ARP, and other applicable grant programs, as needed.


Duties include but are not limited to:

  • Providing project management for various grant programs, including CDBG, HOME-ARP, and other projects as assigned.
  • Providing fiscal management and administering funding to support the development of housing options and support services for families experiencing homelessness.
  • Overseeing the administration of programs and services, program budgets, establishing targets and measures, and developing risk assessments.
  • Ensuring conformance of program delivery with the City's Master Plan and Consolidated Plan, Equitable Affordable Housing Plan, as well as preparing the Consolidated Annual Performance and Evaluation Report (CAPER). Responds to audit findings.
  • Assisting with writing, monitoring, and coordinating grants. Such grants and related programs will include the Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME), Affordable Housing Trust Fund, HOME-ARP, etc.
  • Serving as a liaison between the Department of Housing and Community Development and internal/external agencies, including other City departments and non-profits. Specifically, with housing and service providers engaging individuals experiencing homelessness to coordinate projects, reduce delays, and ensure compliance with all applicable federal and local laws.
  • Attending staff meetings, council meetings, provider/partner meetings, and meetings with the general public. Presenting reports and projecting updates.

Qualifications, Special Certifications, and Licenses:

  • Considerable knowledge of federal entitlement programs under the U.S. Department of Housing & Urban Development; budget analysis; community relations and government administration; legislative processes and GIS and mapping.
  • Skill in communicating, both orally and in written form, with various internal and external departments; planning, directing, coordinating, and evaluating operations of the department; and providing strategic oversight to the Department.
  • Ability to be adaptable; balance conflicting priorities; and problem-solve.

Minimum Training and Experience:

  • Bachelor's degree in urban planning, business, economics, public administration, or a related field.
  • Four years of related experience.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
