The City of Richmond Department of Justice Services is actively seeking highly qualified candidates for the position of Protective Services Counselor. The incumbent is responsible for providing surveillance and monitoring of court-ordered movements. This class offers case management and collaboration with justice partners.


Key Responsibilities:

  • Monitoring GPS; regularly communicating with participants.
  • Enforcing special conditions imposed by the court.
  • Writing compliance/non-compliance letters.
  • Testifying in court.
  • Conducting home verifications.
  • Problem-solving technical and equipment issues.
  • Serving as the point of contact for assigned participants.

Work Schedule:

  • The HEM program operates 24 hours a day.
  • This position may include days, evenings, overnights, weekends, and holidays as scheduled or on-call based on business needs.
  • Essential Personnel: The incumbent is required to work during City closures due to public emergencies, critical or hazardous conditions, or inclement weather.

Duties Include, but are not limited to:

  • Installing, troubleshooting, and conducting routine inspections of Global Positioning System (GPS) monitoring equipment.
  • Maintaining an inventory of equipment and supplies.
  • Conducting home/work/school visits.
  • Preparing written reports and documentation.
  • Testifying in Court and providing reports to the Court.
  • Performing other related duties as assigned.

Qualifications, Special Certifications, and Licenses:


Knowledge, Skills, and Abilities:

  • Considerable knowledge of laws and legal procedures related to home electronic monitoring.
  • Understanding of court proceedings, courtroom decorum, and mental health training.
  • Familiarity with behavioral needs of program participants, human behavior, and criminal behavior.
  • Proficiency in proper search procedures, security operations, and computer programs.
  • Demonstrated skill in communication, rule enforcement, crisis intervention, and effective supervision.

Minimum Training and Experience:

  • Associate's degree in Human Services, Social Services, Criminal Justice, or related behavioral health field.
  • Bachelor's degree in a related field is preferred.
  • Two (2) years of related criminal justice or social services experience.
  • An equivalent combination of training and experience may be considered.
Licensing, Certifications, and/or Other Special Requirements:
  • A valid driver's license with a satisfactory driving record.
  • A valid Commonwealth of Virginia driver's license within 30 days of hire.
