The City of Richmond Office of the City Assessor is seeking highly qualified candidates to fill multiple Real Estate Appraiser Associate.
The selected candidates will be responsible for collecting and verifying data associated with residential properties for the purpose of generating fair and equitable tax assessments. Hybrid work schedules to include remote work may be available upon review and approval after hire.
This position is unclassified. Therefore, the incumbent serves at the will of the Appointing Authority.
Duties include but are not limited to
- Listing and appraising real property, collecting and analyzing sales data and be able to defend assessments in the appeal process
- Preparing valuation schedules for neighborhoods Investigating sales of real property and building characteristics for purpose of property valuation
- Performing field inspections and appraisals
- Preparing reports that include narrative data and sketches Researching assessment information for building, renovation and demolition permits
- Gathering, editing and sorting data relative to property sales
- Providing assessment information to public
- Measuring/calculating building size, reviewing assessments for office reviews, Board of Review, or circuit court appeals have been filed Assisting and training other appraisers Performing related duties as assigned
Qualifications, Special Certifications and Licenses
- Bachelor's degree in real estate or related field
- One year of professional real estate appraisal experience.
- Requires professional education equivalent to IAAO Course 101, 151, and 300 Fundamentals of Real Property Appraisal, Standards of Professional Practice and Ethics and Fundamentals of Mass Appraisals.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire.
- Computer programs such as Microsoft Office Suite.
- Use of basic appraisal instruments, equipment, and tools including camera and tape measure.
- Operating a City vehicle and knowledge of road rules in Virginia.
- Knowledge of CAMA Software (Computer Assisted Mass Appraisal), Proval software.
- Real estate/appraisal knowledge.
- Skill in utilizing software and various sources of information to make solid appraisal determinations.
- Skill in written and oral communication. Ability to pay attention to detail. Ability to multi-task.
