The City of Richmond Office of the City Assessor is seeking a highly qualified, experienced, and detail-oriented customer-focused professional to fill the position of Real Estate Assessment Manager. The incumbent will be responsible for managing three areas of the office: customer service inquiries, budgeting, and procurement. Additional responsibilities include oversight of daily operations and directing workflow within the assigned division.

This position is unclassified. Therefore, the incumbent serves at the will of the Appointing Authority.


Duties include, but are not limited to:

  • Attending and participating in departmental management meetings, preparing and submitting reports as required by the state, and managing tax-exempt applications.
  • Providing oversight of the daily operations of the front office.
  • Supervising support staff of three to five members, including conducting performance evaluations, coordinating training, assisting with recruitment of staff, and implementing disciplinary actions.
  • Managing the office procurement processes.
  • Managing the operations of the division which processes budgeting and expenditure tasks.
  • Managing the Board of Equalization process.
  • Receiving, reviewing, and processing applications for tax-exemption requests.
  • Providing oversight of the record-keeping process and ensuring compliance for auditing purposes.
  • Performing other related duties as assigned.

Qualifications, Special Certifications, and Licenses:

  • Bachelor's degree in real estate or related field.
  • Six years of journey-level professional real estate appraisal experience.
  • Two years of supervisory experience.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
  • Valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire.
  • Knowledge of computer programs such as Microsoft Office Suite.
  • Knowledge of residential and commercial/multi-family construction.
  • Familiarity with valuation approaches (i.e., cost, income, and market).
  • Understanding of laws and ordinances governing the City's Tax Abatement Program 2015-25-50, as amended.
  • Familiarity with the Code of Virginia: 58.1.
  • Knowledge of the use and operation of a City vehicle and rules of the road for Virginia.
  • Proficiency with basic appraisal instruments such as measuring equipment and a digital camera.
  • Ability to analyze and understand market data for commercial, industrial, and multi-family properties.
  • Ability to utilize information and exercise solid judgment to make appraisal determinations.
  • Skill in identifying, classifying, and stratifying properties by types and class.
  • Ability to identify market areas.
  • Experience in supervising and managing staff.
  • Understanding the motivations behind investors, owners, and tenants for different types of commercial real estate.
  • Strong written and oral communication skills.
  • Ability to read and understand blueprints.
  • Ability to supervise and lead.
  • Strong multitasking abilities.
  • Attention to detail.
