Job Description: 


The City of Richmond Department of Parks, Recreation, and Community Facilities is seeking highly qualified candidates to fill the position of Recreation Services Supervisor. The incumbent is responsible for providing operational oversight for Therapeutic Recreation Services. The Therapeutic Recreation (TR) Services area develops therapeutic recreation programs to serve the needs of individuals with disabilities in Richmond. The TR service area supports and promotes inclusive recreation throughout the department by managing a program modification request process and providing training and resources to departmental staff and programs. The Therapeutic Recreation Services Supervisor will work under the direction of a Recreation Services Manager. This position will provide strategic planning for the TR service area and will directly supervise two full-time staff, who assist in the delivery of TR programs and inclusion. Additionally, the position will hire, supervise, and evaluate interns, multiple temporary staff, and volunteers.


Key Responsibilities:

  • Supervision: Hires, trains, and supervises staff (full time, temporary and interns) including goal setting, performance evaluations, discipline, and development. Collaborates with Recreation Services Manager and subordinate full-time staff to set annual goals and work plans.

  • Budget and Financials: Recommend annual program budget to Recreation Services Manager in alignment with City processes. Prepares, submits, and manages grant applications and proposals to support TR services programs and inclusion.

  • Programming: Plans, develops, coordinates, implements, and evaluates TR programs and events for individuals with disabilities. Facilitates programs as necessary in coordination with TR staff team. Performs research, assesses community needs, and evaluates program opportunities. Monitors, inventories, and purchases program equipment and supplies. Provides statistical reports on program operations. Identifies and coordinates with community partners to develop and provide TR program opportunities. Collaborates with departmental staff to support or lead various programming efforts that align with TR and inclusive practices (i.e.: senior adult programming, out of school time programs, etc.).

  • Training: Researches, develops, and recommends training opportunities for departmental staff on various topics around disability, accessibility, and inclusion. Facilitates trainings. Coordinates with community organizations to provide appropriate training.

Qualifications, Special Certifications, and Licenses:


KNOWLEDGE, SKILLS, AND ABILITIES 


The ideal candidate for this position will be highly motivated and passionate about serving individuals with disabilities through community recreation and must clearly understand and be able to apply the therapeutic recreation process with community TR programming and inclusion. Specifically, the candidate should have knowledge and experience of working with individuals with various disability diagnoses and across the lifespan. The candidate should be familiar with various types of adaptive equipment, program modification strategies, and local resources that support the disability community. The candidate should be able to manage complex issues, demonstrate well-developed decision-making skills, and be exemplary at problem solving. Additionally, well-developed professional communication skills (both orally and written), relationship building skills and the ability to work with various stakeholders (participants, parents/families, service providers, etc.) and with community partners is critical. The ability to develop, deliver, and connect relevant training to internal staff is necessary. The candidate must be assertive, have comfort and ability to manage conflict, and work in both a team and individual environment to accomplish goals.


Specific knowledge and skills:

  • Principles and practices of Therapeutic Recreation program administration and management.
  • Principles of inclusive recreation and current best practices.
  • Various disability and/or medical diagnoses, best practices, trends, and resources.
  • Principles regarding universal program design and program modification.
  • Principles of positive behavior support and behavior management.
  • Principles and methods of qualitative and quantitative research, analysis and application for compliance, best practice, and trends.
  • Techniques and methods for organizing, prioritizing, and assigning work.
  • Principles and practices of budget development and administration.
  • Principles of effective oral presentations and training facilitation.
  • Customer service principles and application.
  • Modern office technology.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor’s degree in Therapeutic Recreation / Recreation Therapy, or another directly related field.
  • 5 years of directly related experience providing Therapeutic Recreation delivery in a community or recreation setting.
  • 2 years of supervisory experience.

LICENSING, CERTIFICATIONS and/or OTHER REQUIREMENTS:

  • Current Certified Therapeutic Recreation Specialist (CTRS)
  • First Aid / CPR / AED
  • A valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
