Description

 

 

The Office of Community Wealth Building (OCWB) seeks an experienced workforce, youth services, and/or human services professional to serve as Resiliency Solutions Administrator. This is a new role at OCWB and will manage the division that implements the programmatic work within the department. The incumbent will provide strategic leadership for long-term community and economic opportunities that advance resilience, revitalization, and inclusive prosperity in the City of Richmond. This position will oversee the coordination, implementation, outcomes, and continuous improvement of OCWB’s programs, fully aligning with the strategic priorities outlined in City Code §2-742 designed to support the city’s comprehensive economic mobility agenda.

 

The Resiliency Solutions Administrator will supervise professional, paraprofessional, and support staff to ensure that all assigned programs are rooted in dignity over deficiency, equity over charity, power-sharing over top-down planning, innovation with integrity, and sustainability over short-term wins. The incumbent will manage the programmatic efforts of OCWB to foster a service-delivery model that remains driven by people-centered empowerment, community-informed metrics, and participatory governance.

 

Duties include but are not limited to

 

  • Strategic Program Leadership:  Oversee the development and administration of assigned economic mobility and community development programs that reduce poverty and build community wealth. 
  • Supervision and Staff Development:  Supervise and develop a cross-functional team of practitioners to promote an environment of cooperation, creativity, and excellence where staff, partners, and residents thrive.
  • Operational and Performance Excellence: Monitor and manage workforce projects, wealth building initiatives, outreach and community engagement activities, youth development services, planned vs. actual performance, and resource allocation. Develop and implement strategies that ensure program fulfillment, continuous improvement, and operational excellence in line with the mission, foundational pillars, and guiding values of OCWB.
  • Program Administration and Improvement: Direct operations of existing programs and provide innovative solutions to address potential service gaps, when necessary. Improve program efficacy and staff capacity. Oversee policy and procedure implementation to ensure consistent standards and adherence to best practices.
  • Quality Improvement and Compliance:  Provide oversight to ensure all programs, contracts, and grants comply with funder and legal requirements. Use data-driven practices to measure effectiveness and drive improvements. Ensure that programs leverage feedback from participants and from community members in line with OCWB’s People-Centered Empowerment approach. 
  • Staff Development and Capacity Building: Identify staff training needs and develop robust schedules for formal and on-the-job learning. Ensure staff are prepared to implement programs that align with OCWB’s mission and address the needs of residents.
  • Outreach and Communication: Serve as a visible liaison to city leadership, stakeholders, and community members. Travel regularly to off-site locations, Empowerment Centers, mobile service sites, and partner agencies to monitor progress, build relationships, and maintain alignment with community goals and the city’s economic mobility agenda.
  • Stakeholder Collaboration: Collaborate with Workforce Investment Boards, community colleges, businesses, funders, nonprofits, and government agencies to co-create solutions that leverage each organization’s strengths. Deepen partnerships and leverage shared resources. Coordinate with internal and external partners, alike, to strengthen the collective impact of the office.

 

Qualifications, Special Certifications and Licenses

 

 

Minimum Qualifications: 

  • Bachelor’s degree in business or public administration, Urban Planning, Economic/Community Development, or a human services field; master’s preferred.
  • Five (5) years of journey-level professional experience in economic/community development, human services, community advocacy, program management, or other related industries.
  • Established success supervising diverse teams, identifying professional development opportunities for staff, managing multi-site operations, and promoting an environment of cooperation, creativity, and excellence.
  • Experience codifying consistent policies for community wealth building or economic development initiatives as evidenced by improved performance and increased efficiency in programs and systems. 
  • Proficiency in leading, facilitating, and/or structuring comprehensive, strategic planning processes and data -driven strategies that involve community engagement and/or participatory governance to ensure long-term programmatic goals are community-driven, measurable, and sustainable. 
  • Demonstrated success in leading collaborative efforts with community stakeholders to create new services, evaluate the effectiveness of existing programs and recommend enhancement possibilities, and/or develop strategies for program fulfillment, goal attainment, and operational excellence.


Preferred Qualifications:

  • Candidates with experience as Workforce Administrators, Career Services Managers, Project Managers, or leaders in community, economic development, urban revitalization, human services, or related roles, are strongly encouraged to apply.
  • Experience codifying consistent policies for community wealth building or economic development initiatives as evidenced by improved performance and increased efficiency in programs and systems. 
  • Proficiency in leading, facilitating, and/or structuring comprehensive, strategic planning processes and data -driven strategies that involve community engagement and/or participatory governance to ensure long-term programmatic goals are community-driven, measurable, and sustainable. 
  • Demonstrated success in leading collaborative efforts with community stakeholders to create new services, evaluate the effectiveness of existing programs and recommend enhancement possibilities, and/or develop strategies for program fulfillment, goal attainment, and operational excellence.

The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently reach and finger; and occasionally climb, balance, stoop, kneel, crouch, crawl, reach, stand, push, pull, lift, walk, grasp, and feel. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
